A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK IN TRIBUTE TO
MAYWOOD RESERVE OFFICER KENNETH WELSH
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BALDWIN
PARK AS FOLLOWS:
WHEREAS, on April 5, 1992 Baldwin Park Police Officer Steve
VanDerHeyden, working alone, was detaining a suspect that was
under the influence and in possession of narcotics; and
WHEREAS, Reserve Police Officer Kenneth Welsh of the Maywood
Police Department, as a passing motorist, observed the ensuing
violent resistance and physical altercation between the suspect
and Officer VanDerHeyden; and
WHEREAS, Kenneth Welsh stopped to help and had the presence
of mind to use Officer VanDerHeyden's police radio to summon help
to the Merced and Garvey Avenue location; and
WHEREAS, with the help of Kenneth Welsh, the suspect was
taken into custody and will stand trial; and
WHEREAS, had it not been for Kenneth Welsh's assistance,
Officer VanDerHeyden could have been seriously injured or may have
been overcome by the suspect who could have fled the scene.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK, in recognition of his quick and decisive
actions, pays tribute to Maywood Reserve Police Officer Kenneth
Welsh as proclaimed on this day.
BE IT FURTHER RESOLVED, that the City Clerk shall certify to
the passage and adoption of this resolution.
