The first matter to be heard Petition of George Cairns.
All persons appearing either for or in opposition were sworn.
Mr. Angelo Baldwin, Attorney, 139 N. Broachiay, Los Angeles,
appeared on behalf of fir. Cairns, and stated that Hr. Cairns
had complied with the request of the Police Department that
he dispose of his Private Detective Agency; that on May 1,
1957 he turned the business over to a Intr. Oven N. Christianson
in El Monte; that fir. Cairns had sustained a loss of approx-
imately $1000.00 in so doing.
Mr. George S. Cairns, 828 Radway, Puente, California, spoke
in his own behalf and confirmed the statements made by Mr.
Baldwin; requested that he be reinstated and if reinstated,
he would resign immediately and made the following oral
resignation:
I, George S. Cairns, 828 Radway, Puente, California, do as of
this date make nay resignation from the Baldwin Park Police
Department to the members of the City Council of the City of
Baldwin Park, California.
Mr. Ocren N. Christianson, 2611 Paulson Avenue, El Monte, sub-
stantiated all the statements made by Hr. Baldwin and Mr.
Cairns; that he had taken over the Private Detective or
Investigation work of fir. Cairns as of i1a,
r 1, 1957 and that
Mr. Cairns had in no way received any remuneration from this
business after that date.
Chief of Police Syhre, 1230 N. 24aine,Baldwin, Park, California,
and Lt. Eaves, 13803 E. Janetdale, Puente were asked if they
had any objections to accepting Mr. Cairns resignation.
They both stated they had no objections to this action.

Stephens, that the matter be taken under submission.

Moved by Councilman Cole, seconded by Councilman Holmes,
and unanimously carried, that the above 8 licenses be granted
under the conditions outlined by the ordinance and that the
fees be waived.
Request of property owners for City Council to initiate pro-
ceedings under the Special Assessment Act providing for im-
provements to install curb and gutter an the South Side of
Central Avenue between Big Dalton Avenue and Puente Avenue.
Moved by Councilman Holmes, seconded by Councilman Cole, and
unanimously carried, that the City Administrator be author-
ized to employ necessary counsel to institute the 1911 Act
to install curb and gutter on the South side of Central Ave-
nue between Big Dalton Avenue and Puente Avenue.
All bills here audited by the Auditing Committee and favor-
ably reported.
Moved by Councilman Stephens and seconded by Councilman
Cole, that payroll for period ending 5-31-57 be approved.
