HomeMy WebLinkAbout1959 04 29 CC MIN1959 04 29 CC MINHÄ—@¸—@(Í«SPECIAL MEETING OF THE BALIYININ PARK CITY COUNCIL CITY HALL COUNCIL CHAMBERS) 14403 East Pacific Avenue The City Council of the City of Baldwin Park met in special session at the above place at 8:00 P.M. to consider the final decision on closing of escrow for purchase of the City Hall. Mayor Cole called the meeting to order and requested that City Clerk Balkus call the roll. Roll Call: Present: COUNCILMAN BISHOP, HOLMES, WILSON, LITTLEJOHN AND MAYOR COLE Absent: CITY ATTORNEY GORLICK, CITY TREASURER PUGH, PLANNING DIRECTOR TEATER AND CITY ENGINEER YOUNG Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS AND CITY CLERK BALKUS Chief Administrative Officer Asmus asked direction from the City Council as to whether he should proceed with the final completion of escrow on the purchase of the Old Central School building as previously instructed by the City Council, or with- hold final completion of the escrow papers until some steps have been taken toward renegotiating the sale price of the property. Mr. Asmus stated he had communicated with Assemblyman Geddes and learned that renegotiation was possible, but that it appeared somewhat odd to attempt renegotiation at this late date when the city had signed an agreement to pay a fixed sum for the property and had been paying rent for the past year. An opinion from the Office of Legislative Counsel Indicated that renegotiation of the contract would not constitute a gift of funds. Councilman Littlejohn spoke in favor of renegotiating to determine if there was any possibility at all of saving the taxpayers some money. Considerable discussion followed relative to the original appraisal figures and the States position in requiring the Old Central School property as a pledge against the loan advanced for construction of new school facilities. Mr. Asmus suggested that a few more days delay in the final signing of the escrow papers would make very little difference and therefore recommended that a delegation be sent to Sacra- mento to learn for once and all whether or not the purchase price of the facility could be reduced. COUNCILMAN BISHOP MOVED that Mayor Cole be authorized to pick one or more persons to go to Sacramento to renegotiate for the purchase of Old Central School for $75,000.00 or a lesser figure, and that negotiations are to be concluded within fifteen 15) days. COUNCILMAN LITTLEJOHN SECONDED. Chief Administrative Officer Asmus will schedule. the meeting and plan to go, too. Mayor Cole will also make plans to go. If it is possible to arrange the meeting, the group will fly to Sacramento on Tuesday, May 5, 1959. COUNCILMAN LITTLEJOHN MOVED that the City Council authorize actual expenses of the people-who make the trip. COUNCILMAN BISHOP SECONDED. There were no objections and the motion carried by the following vote: AYES: COUNCILMAN LITTLEJOHN, BISHOP, HOLMES, WILSON AND MAYOR COLE NOES: NONE ABSENT: NONE 00- At 9:15 P.M.
