Roll Call: Present: COUNCILMEN BISHOP, BLOXHAM, HOLMES, LITTLEJOHN AND MAYOR COLE Absent: CITY TREASURER PUGH, CITY ATTORNEY GORLICK, CITY ENGINEER YOUNG AND PLANNING DIRECTOR MANSFIELD. Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS AND CITY CLERK BALKUS City Clerk Balkus presented the matter of a claim of Evelyn Ruth Herron against the City of Baldwin Park wherein, on April 15, 1960, in the vicinity of 4319 North Maine Avenue, Baldwin Park, the claimant fell to the ground as a result of hitting her toe against a defective place on the sidewalk in this vicinity and as a result of her fall, medical services, X-rays, etc. were nec- essary. COUNCILMAN HOLMES MOVED THAT THIS CLAIM BE REFERRED TO THE IN- SURANCE CARRIER. COUNCILMAN LITTLEJOHN SECONDED. There were no objections, the motion carried and was so ordered by Mayor Cole. Chief Administrative Officer Asmus presented the matter announc- ing competitive examination for Policeman, listing the duties, requirements, giving clarification on the examination Itself. He further stated that the written examination would be held on Saturday, July 30, 1960, and that application had to be re- ceived by the Personnel Department by 5:00 p.m. Friday, July 15, 1960. Considerable discussion followed wherein it was the general con- sensus of opinion that the age limit should be extended to some- where between 35-40 as individuals of that age range have ac- quired experience and stability; that this examination was for patrolmen only; that this has not as yet been advertised. Assist- ant Chief Administrative Officer Swindall explained the procedure for cities with regard to Reserve Officers relative to pay, etc. and that the City of Baldwin Park authorizes 50 Reserve Officers. COUNCILMAN BLOXHAM MOVED THAT COUNCIL PROCEED WITH THIS PROGRAM FOR ONE EXAMINATION ONLY. COUNCILMAN LITTLEJOHN SECONDED. The motion carried by the following vote: AYES: COUNCILMEN BLOXHAM, LITTLEJOHN, HOLMES, AND MAYOR COLE NOES: COUNCILMAN BISHOP ABSENT: NONE It was the suggestion of Councilman Holmes that it would be well to give more thought to recruitment with regard to the age factor; that an evaluation against the results of this one ex- amination ages 21 to 34) could prove very beneficial. Chief Administrative Officer Asmus presented the matter of a request for leave without pay by Russell Shuckhart, an em- ployee of the Engineering Department, wherein he requested an extension of nine days. Discussion followed wherein Councilman Littlejohn expressed objection to denial of request if for any reason other than one of urgency". COUNCILMAN BLOXHAM MOVED THAT COUNCIL CONCUR WITH THE RECOM- MENDATION OF THE CHIEF ADMINISTRATIVE OFFICER WITH REGARD TO THE REQUEST FOR A NINE DAY LEAVE, WITH OR WITHOUT PAY. COUNCILMAN BISHOP SECONDED. The motion carried by the fol- lowing vote: AYES: COUNCILMEN BLOXHAM, BISHOP, HOLMES AND MAYOR COLE NOES: COUNCILMAN LITTLEJOHN ABSENT: NONE 00- At this time, Chief Administrative Officer Asmus distributed copies of the Revised Total Budget summary, which reflected all the changes made by Council as they progressed through the Budget. He called attention to the Estimated Expenditures for 1960-61, in the amount of $780,438.00; that the increases to various departments, not including Department Heads, amounted to $8,843.00; that the Increases for Department Heads, Captain of Police and the Assistant Chief Administrative Officer amounted to $3,694.00; that the estimated revenue for 1960-61 was 3651,788.00. Discussion followed wherein. it was suggested that the item alloting $17,500.00 for air conditioning be taken from the Budget and placed in the Reserve Fund, to which Councilman Bishop objected. COUNCILMAN LITTLEJOHN MOVED THAT THE ITEM OF AIR CORDLT1'ONiNG,IN THE AMOUNT OF $17,500.00•BE WITHDRAWN FROM THE BUDGET AND PLACED IN THE RESERVE FUND. COUNCILMAN HOLMES SECONDED.' Considerable discussion ensued relative to the type of cooling system most practicable and the costs involved. Chief Adminis- trative Officer Asmus stated that a refrigerator unit would cost $15,000.00 for the-upstairs of the City Hall, excluding the end room North Social Room) and the room directly across the hall from the Council Chambers, and $2,500.00 for the downstairs. The motion carried by the following vote: AYES: COUNCILMEN LITTLEJOHN, HOLMES, BLOXHAM AND MAYOR COLE NOES: COUNCILMAN'BISHOP ABSENT: NONE 00- City Clerk Balkus at this time questioned the differential in salaries between the classification of Administrative Secretary and that of Steno-Secretary, being her contention That remuneration should be based upon the duties and re- sponsibilities of the position. Considerable discussion followed wherein Chief Administrative Officer justified his convictions. The matter of the advancement of the Building Inspector, Schedule No. II, to Step D" was recalled by the Chief Administrative Officer for Council's action. COUNCILMAN HOLMES MOVED THAT THE BUILDING INSPECTOR BE AD- VANCED TO STEP D" SCHEDULE NO. 11, EFFECTIVE JULY 15, 1960. COUNCILMAN BISHOP SECONDED. Bonelli sponsored by a committee for eq- uitable representation in the State Senate would be held at the International Ballroom, Beverly Hilton Hotel, Beverly Hills, on Wednesday, August 17, 1960, at $100.00 a plate. It was stated that representation at this dinner would be of general benefit to the City and that Baldwin Park should be represented. COUNCILMAN LITTLEJOHN MOVED THAT 1WO TICKETS BE PURCHASED, IN THE AMOUNT OF $200.00 TO BE TAKEN FROM THE PROMOTIONAL BUDGET, FOR ATTENDING THIS TESTIMONIAL DINNER. COUNCILMAN HOLMES SECONDED. The motion carried by the following votes AYES: COUNCILMEN LITTLEJOHN, HOLMES, BLOXHAM AND MAYOR COLE NOES: COUNCILMAN BISHOP ABSENT: NONE At the request of Mayor Cole, City Clerk Backus read Resolution No. 60-62 by title as follows: RESOLUTION NO. 60-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWI N PARK ALLOW LOWING CER- TAIN CLAIMS AND DEMANDS NUMBERS 6464 THROUGH 6488 INCLUSIVE." Discussion followed wherein Chief Administrative Officer Asmus was instructed to check out the State Employees' re- tirement System cost, with reference to Warrant Number 6487 in the amount of $20.74, and report back to Council. COUNCILMAN LITTLEJOHN MOVED THAT RESOLUTION NO. 60-62 BE ADOPTED. COUNCILMAN BLOXHAM SECONDED. The motion carried by the following vote: AYES: COUNCILMEN LITTLEJOHN, BLOXHAM, BISHOP, HOLMIES AND MAYOR COLE NOES: NONE ABSENT: NONE 00- Councilman Bishop reported that a Mr. Brooks who lives on the corner of Athol and Earl Streets, had made an inquiry regarding some eucalyptus trees that were hanging over the street. Discussion followed wherein Chief Administrative Officer Asmus stated that the street maintenance chew was scheduled for several weeks' work on the trees on'Mangum Street. It will be necessary to temporarily delay the tree work while cleaning up the area used for burning of trash during the Clean-up Campaign. June 29, 1960 Page 4 BUDGET TO BE PRE- PARED BY C.A.O. He further stated that the amount allocated for this purchase $6,500.00) would remain In the budget until such time that the City Engineer could locate a good used, or new 5-8 ton roller with trailer. AT 11:50 P.M. COUNCILMAN LITTLEJOHN MOVED THAT COUNCIL ADJOURN. ADJOURNMENT AT COUNCILMAN BLOXHAM SECONDED.
