CALL TO ORDER
The meeting was called to order at approximately 7:12 p.m. by Mayor Estrada.

The invocation was led by Pastor Jackson.

Attorney Marco Martinez announced that there were several items but there are no reportable action.

ANNOUNCEMENTS
The City Council are also members of the Board of Directors of the Housing Authority, and
Finance Authority, which are concurrently convening with the City Council this evening and
each Council Member is paid an additional stipend of$30 for attending the Housing Authority
meeting and $50 for attending the Finance Authority meeting.

associated documents; and 3) Authorize the Director of Finance to appropriate funding to cover
the said contract cost.

Motion to approve the Agreement with Nicholas C. Baldwin for the position of City Planner
(subject to any non-substantive changes made by Chief Executive Officer and the City Attorney)
and direct the Mayor and City Clerk to execute it.

8. Approval of an updated Affordable Homeownership Expansion Program and Project
Activities Implemented by the San Gabriel Valley Habitat for Humanity.
Motion to: 1. Approve the updated Affordable Homeownership Expansion Program and Project
Activities from funds authorized by the City Council on October 6, 2021; and 2. Authorize the
Director of Finance to appropriate funding for this updated Program and Project Activities and
make the necessarybudget adjustment;

Attorney, and Special Legal Counsel (Christensen & Spath, LLP) to continue carrying out all
subsequent and needed actions to proceed with the Program, including approving real estate
purchase transactions, and executing agreements including forms of Agreements for using
American Rescue Act Funds, and Future Development Funds.

9. Public Hearing and Introduction of Ordinance No. 1505 of The City Council of The City of
Baldwin Park, California,Amending Title XV of The Municipal Code by Adding Chapter
157 Titled "Permit Process for Electric Vehicle Charging and Hydrogen-Fueling Stations."
Motion to: Introduce, read by title only, Ordinance No. 1505 entitled: "AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, AMENDING
TITLE XV OF THE MUNICIPAL CODE BY ADDING CHAPTER 157 TITLED "PERMIT
PROCESS FOR ELECTRIC VEHICLE CHARGING STATIONS AND HYDROGEN-
FUELING STATIONS." 3. Find that the adoption of this Ordinance is exempt from the
requirements of the California Environmental Quality Act (CEQA) because it has no potential
for resulting in a physical change to the environment, pursuant to Section 15308 of the CEQA
Guidelines-Actions by Regulatory Agencies for Protection of the Environment.
Mayor Estrada opened the Public Hearing at approximately 8:50 p.m. Seeing no one wishing to speak, Mayor
closed public comment.

10. General Plan Amendments to repeal and replace the Housing Element,Safety Element,and
Health and Sustainability Element to meet the housing, safety, and environmental justice
element state law requirements, add Chapter 153.112 (Housing Element Re-Use Site
Overlay Zone) to the Zoning Code and Zoning Map, and modify Zoning Code Subchapter
153.030 (Establishment of Zones). (Location: Citywide; Applicant: City of Baldwin Park;
Case Numbers: General Plan Amendment (AGP 23-02); Zoning Code Amendment (AZC
23-02); Zone Change(Z 23-02)
Motion to: Adopt an Addendum to the 2002 Baldwin Park General Plan Environmental Impact
Report(EIR).The Addendum properly discloses only minor technical changes or additions to the
EIR, and none of the conditions triggering a subsequent or supplemental EIR are present,
pursuant to the CEQA Guidelines Section 15164(c); and Adopt City Council Resolution 2023-
025 entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN

comply with State Housing Element Law AND ASSOCIATED AMENDMENTS TO THE

11. General Plan Map Amendment to change the General Plan designation from "Single-
Family Residential" to "Open Space" and Change the Zoning Designation from "Single-
Family Residential" to "Open Space" to allow for the expansion of an existing public park
(Barnes Park). (Location: 3301 Patritti Avenue; APN: 8550-004-001; Applicant: City of
Baldwin Park; Case Numbers: AGP-23-01 and Z 23-01)
Motion to continue the item to the August 2, 2023 City Council meeting to allow staff the
opportunity to provide Public Hearing Notices to all property owners and occupants within 300
feet of the subject property.
Item #11 will continue to the next meeting. No action needed.
REPORTS OF OFFICERS
12. Appointment of Members of the Measure BP Stakeholders Oversight Committee (SOC)-
Lottery Selection Process
The following candidates were selected from a lottery spin for the seats on the Measure BP
Stakeholders Oversight Committee (SOC): 1) Non-profit: Maria Estela Mata-Carcamo 2)
Residents: Nghiem Nguyen, Jorge Hernandez, Sasha Rodriguez. The categories where only one
candidate applied, were not put in a drawing and the candidate were announced as selected;
Gregory Orozco for Youth Sport/Art, Pastor Elmer Jackson for Duly Ordained Clergy and Besty
Lara for Baldwin Park Unified School District.
Motion to Certify the selected seven (7) SOC members.

CITY COUNCIL/CITY CLERK/CITY TREASURER/ STAFF REQUESTS &
COMMUNICATION
Mayor Estrada received consensus from Council to: direct staff to study the feasibility of creating our own
Animal Services and/or other potential alternatives Mayor and the City Council provided communications.
Mayor Estrada direct staff to appropriate action of the ARPA funds
Mayor Estrada announced that the Baldwin Park American Little League made it into the Championship which
will take place out-of-state and requested the City support the Team. The City Council unanimously was in
favor of supporting the Little League to cover meals and lodging to attend the American Little League
Championship
Council Member Ayala reported back on her attendance from the NALEO Conference.
City Clerk Saenz reported back on his attendance from the NALEO Conference and Growing Water Smart
Workshop.
