Zaldivar, City Manager February 13, 2024 Measure BP- Investment Formulation and Prioritization Opportunity Categories - SUMMARY In line with the early work of the SOC following its inaugural meeting of August 8, 2023, this staff report begins the process of developing a framework by which the SOC can consider and review proposals for projects, programs, and initiatives, in deciding whether to advance them as a recommendation to the City Council. The framework will establish investment opportunity categories with a prioritization system within each (subcategories). RECOMMENDATION It is recommended that the Measure BP Stakeholders Oversight Committee (SOC) adopt the following categories as the guiding framework for considering investment opportunities proposals to be funded by Measure BP revenue: A. YOUTH DEVELOPMENT J. MISCELLANEOUS CEO Recommends approval of the Investment Opportunities Categories by the SOC. FISCAL IMPACT All proposals presented to the SOC, by definition, will be funding requests for Measure BP funds. The fiscal impact will be determined based on the estimated cost of each project, program, or initiative that the SOC decides to advance as a recommendation to the City Council. BACKGROUND At its meeting of August 8, 2023, the SOC considered a presentation on the development timeline of Measure BP leading up its ultimate passage by the Baldwin Park voters on November 8, 2022. The presentation also highlighted the primary responsibility of the SOC, which is to be the representative of the community in prioritizing and recommending investment opportunities to the City Council. Developing a prioritization Page 1 / 4 methodology is essential to enabling the SOC to approach its recommendation -making duty is a systematic fashion. DISCUSSION Measure BP presents the City with a special opportunity to effectuate quality of life improvements for the benefit of its residents, some of which will have a life-long and beyond lasting effect. The voters placed their trust in the City by approving such a measure. The City Council, the SOC, and the Staff of the City are fully and unconditionally committed to upholding the trust of the voters in ensuring that funds of Measure BP are invested wisely, prudently, transparently, and always for the ultimate benefit of the City residents. To that effect, a framework for establishing a prioritization system in a systematic and transparent way is herein presented for the SOC's discussion and consideration. It is presented now in final from for adoption to be used as a guideline in considering requests for funding from Measure BP. The SOC has held three community engagement meetings to solicit and receive input from city residents on ideas and priorities of the investment opportunity categories. The meetings were held as follows: 1. October 16, 2023 at the Arts & Recreation Center. 2. October 17, 2023 at Barnes Park Community Center. 3. January 18, 2024 at Foster Elementary School Auditorium. Investment Opportunity Categories The recommended nomenclature for organizing proposals of similar or related themes with the intent of leveraging the maximum benefit from each proposed investment is as follows, with the categories listed in alphabetical order: A. Zaldivar, City Manager JA' DATE: February 13, 2024 SUBJECT: Inaugural Proposal- Request For Measure BP Funding- Two - Way Radios for the Police Department (BPPD) SUMMARY In many ways this request is symbolic of the merits and tenets of Measure BP and its potential to be a game - changer is how our City can address essential service needs of our residents. Two -Way radios are a critical component in the deployment of police officers and their ability to communicate with dispatch, command, other agencies, and with each other, in an effective and timely fashion, especially in circumstances when time is of the essence for the protection of life and property. BPPD's current radio system is antiquated for sure, and about to become completely obsolete. RECOMMENDATION Approve Measure BP Funding for a Motorola Solutions Two -Way radio system to replace the antiquated system currently in use. Investment Opportunity Category: Public Safety Subcategory: Equipment Requester: Police Department Dollar Amount Requested: $1, 247,301.46 ($311,825.36 per year, for four years) First drawdown will occur in year 2025 Forward Recommendation to City Council for Concurrence and Final Action. FISCAL IMPACT Requested funding will be a direct drawdown from the Measure Bp Fund. As of November 2023, the Fund balance was $3.7 million, more than sufficient to cover this request. The total cost of the radio system is $1, 472,301.46 plus $75,000 for installation ($1,547,301.46). However, thanks to the efforts of the City and the Police Department, the City was able to secure a grant of $300,000 to defray the cost of the radio system. Thus, the request for Measure BP funding is $1,247,301.46. It is also noted that total system cost is by contract spread out over five annual payments. Measure BP funds will cover years 2 thru 5; each annual payment is for $311,825.36 (see attached Staff Report). BACKGROUND The current radio system was acquired in 2005 and has been in use ever since — nearly 19 years. No upgrades have been made to it, and as is true of most technology systems, it has become obsolete and no longer supported by Motorola, which make it very difficult to keep it running. Page I / 2 DISCUSSION In furtherance of regional and inter -city collaboration, law enforcement agencies have adopted compatible radio systems that can communicate with each other. By our Police Department acquiring the Motorola APX 8000 radios, they will be fully compatible with the system used by the other agencies in the region. It cannot be over -emphasized the criticality of a reliable and modern radio system for the police department to be able to carry -out their mission of serving and protecting our City. SUMMARY The Police Department is requesting to submit a funding proposal for the Stakeholder Oversight Committee's "SOC" consideration at its February 13, 2024, meeting. The proposal would be to purchase APX radios by Motorola Solutions® and upgrade the Police Department's obsolete communication system. FISCAL IMPACT The funding needed to support these purchases is $1,547,301.46. This cost consists of the Motorola Solutions purchase price of $1,472,301.46 plus $75,000 for mobile unit radio installation costs. Motorola Solutions offers a 5-year payment plan for this purchase. The Board of State and Community Corrections "BSCC" provided $300,000 to the City of Baldwin Park for public safety enhancements for this upgrade. These funds were deposited into account 271-30-340- 58110-53009 for CIP 24-028-53009. The remaining balance of $1,247,301.46 would be paid yearly through a service agreement. The payment plan would be as follows: Year 1 payment $300,000.00 BSCC funds Year 2 payment $31.1,825.36 Measure BP funds Year 3 payment $311,825.36 Measure BP funds Year 4 payment $31.1,825.36 Measure BP funds Year 5 payment $31.1,825.36 Measure BP funds RECOMMENDATION Submit a funding proposal in the amount of $1,247,301.46 to the SOC for the purchase of: 65 APX8000 Tri-band portable radios for Officers. • 28 APX8500 mobile unit radios with 03 control heads for detective/administrative vehicles • 44 APX8500 mobile unit radios with E5 control heads for patrol fleet vehicles • Accessories, charging stations, batteries, and support software for APX radio products. • Mobile unit radio installations. :- level1 The Baldwin Park Police Department's radio system is essential to our public safety commitment. Our radio systems connect our first responders with dispatchers, who relay information gathered from our citizens. Purchased in 2005, our officers' current XTS 5000 portable radios are approximately 18 years old, have reached their expected lifespan, and are now obsolete. In 2013, Motorola officially discontinued selling the XTS radio line. In December 2018, Motorola announced that both support and the availability of parts would be discontinued, effectively announcing the end of their useful life. Support for these radios after December 2018 will be constrained by the availability of parts on hand. Having the most critical electronic equipment supported in this manner would be unprecedented. It would put police officers at a greater risk of equipment failures when their lives depend on it. Upgrading to the Motorola APX 8000 radios would provide compatibility and interoperability with the larger Interagency Communications Interoperability (ICI) System that Baldwin Park participates in via the East San Gabriel Valley Regional Communications Network Joint Powers Authority (ComNet). ComNet utilizes the ASTRO 25 system by Motorola Solutions for its communications infrastructure. This provides the framework for consistency concerning digital signaling, messaging, encryption, and other interoperability-related functions on radio systems. By upgrading to APX 8000 radios, Baldwin Park PD ensures its radios comply with the same P25 technical operating standards based on the ASTRO 25 network. This guarantees interoperability at the radio level with all other agencies on the regional network. All core functions like emergency signaling, patched group calls, unit ID display, end -to -end encryption, and more will seamlessly operate between the Baldwin Park radios and ASTRO 25 infrastructure. Additionally, the State of California has mandated all public safety agencies upgrade to the AES-256 encryption algorithm by December 2022 to strengthen security. The Motorola ASTRO 25 platform supports this more advanced 256-bit encryption. However, Baldwin Park's outdated XTS 5000 radios do not meet this AES-256 upgrade mandate. Upgrading to the APX 8000 radio line will bring the Baldwin Park Police Department into full regulatory compliance regarding state encryption mandates while providing a robust, flexible, and upgradeable platform that supports the department's mission -critical communications needs for the next decade and beyond. This request will replace ten old and unreliable patrol police vehicles and one support vehicle with new vehicles. RECOMMENDATION Approve Measure BP Funding for the lease of ten (10) patrol police vehicles and one (1) support police vehicle for the Police Department. Investment Opportunity Category: Public Safety Subcategory: Equipment Requester: Police Department and Public Works Department Dollar Amount Requested: $1,056,000 ($211,200 per year, for five years) Authorize the CEO discretion to adjust the cost estimate/dollar amount requested by an additional $80,000, pending further refinement of the estimate with the lease company. BACKGROUND Keeping an adequate and reliable fleet of vehicles for the Police Department is a shared responsibility between the Police Department (PD)and the Public Works Department (PW). As the emission control and power technologies have evolved, the City acquired a number of hybrid police patrol vehicles that were both gasoline and self -generating electric (not plug-in), which for police -type work would be considered a bold step at the time. Five of the eleven cars being replaced were acquired in 2020 through a grant from Air Quality Management District (AQMD), intended to further promote the use of better emission reduction technology. Since the vehicles were an early generation of the hybrid technology, they have been unreliable and in constant need of repairs, Page 1 / 2 rendering them unusable. The Police Department needs to replace those vehicles with reliable and dependable vehicles. The other six vehicles have exceeded their service life at over 100,000 miles. DISCUSSION Both PD and PW have identified a lease acquisition program with Enterprise Fleet Management which amortizes the lease over five years. The 10 patrol cars are 2023 Dodge Durango and the support car is a 2024 electric Ford Mustang Mach-E. A detailed cost breakdown of the estimate is included in the Attachment. SUMMARY The Police Department is requesting to submit a funding proposal for the Stakeholder Oversight Committee's "SOC" consideration at its February 13, 2024, meeting. The proposal would be to lease ten police vehicles for our patrol fleet and one fully electric Community Service Vehicle, upgrading the Police Department's fleet. FISCAL IMPACT The funding needed to support the lease of these vehicles for 5 years is estimated at $900,00041,200,000. Enterprise offers a 5-year payment plan for the lease, which would average $211,200 per year. RECOMMENDATION I recommend we develop a replacement plan to phase out ten (10) patrol fleet vehicles over the next fiscal year. Pursuing funding through Measure BP would allow us to take advantage of the 2023 Dodge Durango Pursuit vehicle currently in stock. Replacing the Department's aging and unreliable vehicles is critical for public safety and our ability to respond to calls effectively and timely. Moreover, having a new fully electric police vehicle (Mustang Mach-E) assigned to our Community Service Bureau would also showcase the city's desire to incorporate zero -emission vehicles into the police department. ($25k per vehicle). BACKGROUND A modern, reliable police fleet is crucial for any department to effectively respond to calls for service and keep the community safe. However, budget constraints often mean police vehicles are kept in service long past their recommended lifespans and accumulate extremely high mileage in demanding conditions. Twenty-one (21) patrol vehicles are assigned to the Baldwin Park Police patrol fleet. However, some vehicles in the fleet are ten years old or have over 100,000 miles. The aged patrol vehicles in our fleet are prone to breakdowns, costly repairs, and excessive downtime. This directly reduces the number of available patrol units we have deployed at any given time. The following four vehicles have over 100,000 miles: • Unit 3123 - 2015 Ford Explorer - 100,570 miles. • Unit 3125 - 2016 Ford Explorer - 101,771 miles. • Unit 31.33 - 2016.Ford Explorer - 1.10,210 miles. • Unit 3134 - 2016 Ford Explorer - 105,329 miles. Additionally, Unit 3132 - 2016 Ford Explorer (Sgt Unit) has 73,758 miles and due to it's age, has been identified as needing replacement. In 2020, the city purchased five 2020 Ford Police Interceptor Utility hybrid vehicles using the funds received from AQMD. However, the department quickly learned that the 1 st generation hybrid technology was insufficient for continuous robust police use based on extensive mechanical problems. All five of our new 2020 Ford Police Interceptor Utility hybrid vehicles are spending an excessive amount of time in the shop for repairs, all over 100 days: • Unit 3122 - 131 days in the shop - transmission issues • Unit 3ZZ129 - 107 days in the shop - transmission and axle issues • Unit 3130 - 161 days in the shop - transmission and axle issues • Unit 3135 - 151 days in the shop - wiring, axle, and differential issues • Unit 3137 - 151 days in the shop - rear differential and drive shaft issues The 2020 Ford Police Interceptor Utility hybrids have proven to be unreliable for continuous and demanding police use, necessitating their sale from the fleet. In 2022, the department secured funding for four additional patrol vehicles to augment our fleet. However, due to our limited inventory for patrol, it only takes a few vehicles to be out of service to impact patrol operations significantly. On multiple occasions over the past several months, some patrol shifts have had 50% or more of our regular contingent of vehicles unavailable due to repairs, maintenance, or mechanical issues. This vehicle shortage forces officers at times to double up in remaining SUVs, decreasing our proactive patrol capabilities. It also lengthens response times to calls for service when no backup units are available due to so many vehicles being down for repairs. Citizens expect and deserve a prompt emergency response, which is being hindered due to the lack of operable vehicles. We have reached the point where the state of our aging patrol fleet is now a direct threat to officer safety and our capability to patrol and respond to calls in the city effectively. Upgrading to newer pursuit -rated police Dodge Durango models would give officers reliable, high -performing vehicles ready to handle the unique demands of police work. This will restore our patrol efficiency, improve safety for officers, and ensure we can meet the community's needs by responding to calls promptly. With Ford no longer accepting purchase orders for new Police Interceptors until 2025, we have an immediate need for patrol vehicles which does not allow for the department to wait over a year. Switching to the Dodge Durango pursuit vehicle allows us to acquire much -needed new pursuit -rated police units that are in stock rather than continue using unreliable, high -mileage vehicles for another year until new Ford orders can be fulfilled. Additionally, the retail price for a Ford Explorer pursuit -rated vehicle is higher per unit than the Dodge Durango Pursuit alternative, making replacement with Ford's Police Interceptors less cost-effective, given our budget constraints. Investing in a modern fleet is crucial to our infrastructure and for the department's public safety mission. Purchasing the ten new pursuit -rated police vehicles would modernize our fleet and allow day- or night- shift -only vehicle assignments. This revised usage pattern would drastically extend the operational lifespan of vehicles by preventing round-the-clock operations that accelerate mechanical wear -and -tear and breakdowns. BACKGROUND The SOC has held three community engagement meetings soliciting direct input from the community on the investment opportunities to be funded by the revenue received from Measure BP. One of the themes that was supported and captured in the Investment Categories of the SOC is the development of a Sports Complex. In furthering its own informational background, members of the SOC conducted two (2) field trips to cities in the region to gain ideas on particular features that our own sports complex could include. For example, the glass - enclosed aquatics center with the retractable roof in the City of Upland; the use of multiple sports overlays on sporting fields in the City of Chino Hills; the inclusion of a multiplicity of sporting activities and community activities all in one single complex in the 100-acre site in the City of South Gate. The promotion of sporting activities is particularly important for the youth of our city, when the benefits of a healthy physical fitness development can be most effectively inculcated. Our City provides very limited sports facilities infrastructure to support the basic sporting needs of our community, much less to support a competitive sporting platform. Page 1 / 2 The confluence of two pivotal events have made the possibility of the development of a sports complex in the City far more realistic: the passage of Measure BP and the possible availability of property following the closure of several school sites by the Baldwin Park Unified School District. The preparation of the Concept Report being requested is crucial in advancing the development process, including in advocating with the School District and the community at large.
