Estrada Councilmember Manuel Lozano CALL TO ORDER The meeting was called to order at approximately 7:04 p.m. by Mayor Avila. INVOCATION The invocation was given by Pastor Jackson. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Chief Executive Officer Carrillo. ROLL CALL City Clerk Saenz performed roll call: MEMBERS: Council Member Jean M. Estrada (present) Council Member Manuel Lozano (present) Mayor Pro Tern Daniel Damian (present) Mayor Alejandra Avila (present) The Clerk records no special meeting occurred on 8/20/2025. Mayor announced that the City Council are also members of the Board of Directors of the Housing Authority and Finance Authority which are concurrently convening with the City Council this evening and each Council Member is paid an additional stipend of $30 for attending the Housing Authority meeting and $50 for attending the Finance Authority meeting. Mayor and the City Council proclaimed August 20, 2025 as Vaia Rue Beatrix Cazares Day. Jose Martinez, General Manager of VCWD gave Water District Updates. Mayor Avila opened Public Communications at approximately 7:47 p.m., the following spoke: 1) Irma Morales Seeing no one else wishing to speak public communications was closed. 8-20-2025 City Council Regular —FA —HA Minutes Page 1of5 CONSENT CALENDAR City of Baldwin Park's Warrants and Demands Motion to ratify the attached Warrants and Demands Register. MOTION: It was moved by Manuel Lozano, seconded by Daniel Damian to adopt motion. Passed. [5-0] AYES: AYALA, ESTRADA, LOZANO, DAMIAN, AVILA 2. Treasurer's Report CC - June 2025 Motion to receive and file the Treasurer's Report for June 2025. MOTION: It was moved by Manuel Lozano, seconded by Daniel Damian to adopt motion. Passed. [5-0] AYES: AYALA, ESTRADA, LOZANO, DAMIAN, AVILA 3. Meeting Minutes of August 6, 2025 Motion to approve the following meeting minutes of the Special City Council and the Regular City Council Meeting held on August 6, 2025. MOTION: It was moved by Manuel Lozano, seconded by Daniel Damian to adopt motion. Passed. [5-0] AYES: AYALA, ESTRADA, LOZANO, DAMIAN, AVILA 4. Approve the Selection of Vendors for the Purchase of Three (3) Trucks from Puente Hills Ford with Aftermarket Equipment (AME) from Black & White Emergency Vehicles Motion to: 1. Authorize the purchase of: - One (1) Ford F-250 in the amount of $66,730.35, and - Two (2) Ford Ranger XLTs at $49,823.00 each (totaling $99,646) from Puente Hills Ford 2. Approve the purchase of Aftermarket Equipment (AME) from Black & White Emergency Vehicles in the amount of $75,000 for all three (3) vehicles. 3. Authorize the Director of Finance to appropriate the amounts listed below from Measure BP Fund, make the necessary budget adjustments, and create new account numbers as needed to track all related expenditures. - $166,377 for vehicle purchases plus 10% contingency - $75,000 for AME plus 10% contingency - $24,200 for contingency. Each purchase requisition will include a 10% contingency for the purchase of trucks and AME upfitting. 4. Authorize the Director of Public Works, or their designee, to execute all documents necessary to complete the purchases. Item #4 was pulled for further discussion. [5-0] AYES: AYALA, ESTRADA, LOZANO, DAMIAN, AVILA 8-20-2025 City Council Regular —FA —HA Minutes Page 2 of 5 Approval of Amendment No. 3 to the Grant Agreement with Oath to Country Foundation (OTCF) to support the continued operation of the senior Veteran home as part of the Home Rehabilitation Pilot Motion to: 1. Authorize the Chief Executive Officer (CEO) to execute an amended Grant Agreement with Oath to Country Foundation (OTCF) subject to any non -substantive changes made by the CEO and City Attorney; and 2. Authorize the Director of Finance to re -appropriate funding for the Home Rehabilitation Pilot Program and make the necessary budget adjustments; and 3. Approve the Addendum to the Inter -Agency Agreement between the City of Baldwin Park and the Police Department for the ARPA Obligation; and 4. Approve the Addendum to the Inter -Agency Agreement between the City of Baldwin Park and the Community Development Department for the ARPA Obligation. 5. Set priority to veterans listed on the Code Enforcement List. Item #5 was pulled for further discussion. MOTION: It was moved by Daniel Damian, seconded by Alejandra Avila to adopt motion. Passed. [5-0] AYES: AYALA, ESTRADA, LOZANO, DAMIAN, AVILA Consider Approval of Amendment No. 2 to the Maintenance Services Agreement (MSA) With West Coast Arborists (WCA), Inc. for the Citywide Tree Maintenance Services Agreement Motion to: l . Approve Amendment No. 2 to the Maintenance Services Contract with West Coast Arborists (WCA), Inc. for Citywide Tree Maintenance Services, extending the term contract for an additional one (1) year and adjusting rates by 3.0% for FY25-26 due to CPI increase; and, 2. Approve an increase to the annual not -to -exceed contract amount from $171,000 to $225,000 in FY25-26 to reflect the CPI increase and to perform additional grid trims; and 3. Authorize the Mayor and City Cleric to execute Amendment No. 2; and, 4. Authorize the Director of Finance to make necessary appropriation and budget adjustments for the increase in rates to allow payments approved for FY 2025-26. Item #6 was pulled for further discussion. MOTION: It was moved by Emmanuel J Estrada, seconded by Alejandra Avila to adopt motion. Passed. [5-0] AYES: AYALA, ESTRADA, LOZANO, DAMIAN, AVILA PUBLIC HEARING 7. Conduct a Public Hearing and Adopt Resolution No. 2025-031 and Resolution No. HA 2025-005 Approving the Adoption of an Updated Fee Schedule for Issuing, Processing and Filing of Various City Services and Permits Motion to adopt Resolution No. 2025-031 and HA 2025-005 approving the Proposed City of Baldwin Park and Baldwin Park Housing Authority Fee Schedule. The City Council and the Housing Authority Public Hearings were conducted simultaneously. 8-20-2025 City Council Regular —FA —HA Minutes Page 3 of 5 Mayor Avila opened the Public Hearing at approximately 8:06 p.m., seeing no one wishing to speak, the public hearing was closed. MOTION: It was moved by Manuel Lozano, seconded by Daniel Damian to adopt motion. Passed. [5-0] AYES: AYALA, ESTRADA, LOZANO, DAMIAN, AVILA REPORTS OF OFFICERS Project Status Update on the CDBG Citywide Sidewalk Replacement Project Motion to receive and file the report regarding this Project status update. MOTION: It was moved by Daniel Damian, seconded by Manuel Lozano to adopt motion. Passed. Treasurer's Report SA - June 2025 Motion to receive and file the Treasurer's Report for June 2025. MOTION: It was moved by Manuel Lozano, seconded by Daniel Damian to adopt motion. Passed. [5-0] AYES: AYALA, ESTRADA, LOZANO, DAMIAN, AVILA UTFT-U4P1'11-UfL-7-Uf COMMUNICATION Council Member Lozano sought consensus of the City Council to direct staff to look into the possibility of placing a traffic light by Puente and Walnut creek. Also, wanted to inform the Council of Neighborhood Meeting with the residents near the Bassett Project. Mayor Alejandra Avila sought consensus of the City Council to direct staff to light up the Bridge in Teal beginning on November 3 for Alzheimer's Awareness Month. Council Member Estrada sought consensus of the City Council to direct staff to send letter to all agencies and CPUC regarding the raising water rates.
