Estrada Councitmember Manuel Lozano CALL TO ORDER The meeting was called to order at approximately 7:05 p.m. by Mayor Damian. INVOCATION The Invocation was given by Pastor Jackson and Pastor Flores. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilmember Avila. ROLL CALL City Clerk Saenz performed roll call. MEMBERS: Councilmember Alejandra Avila (present) Councilmember Emmanuel Estrada (present) Councilmember Manuel Lozano (present) Mayor Pro Tem Jean M. Ayala (present) Mayor Daniel Damian (present) City Attorney Bettenhausen announced that the City Council met in closed session on the items listed on the Special Meeting Agenda, all Councilmembers were present. He reported there is no reportable action. Mayor Damian announced that the City Council are also members of the Board of Directors of the Housing Authority and Finance Authority which are concurrently convening with the City Council this evening and each Council Member is paid an additional stipend of $30 for attending the Housing Authority meeting and $50 for attending the Finance Authority meeting. Bradley Kim, Contract and Grant Manager, gave the update for the Los Angeles County Department of Animal Care and Control. MOTION: It was moved by Manuel Lozano, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN 2. Treasurer's Report CC - November 2025 Motion receive and file the Treasurer's Report for November 2025. MOTION: It was moved by Manuel Lozano, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN 3. Meeting Minutes of December 17, 2025 Motion to approve the following meeting minutes of Regular City Council Meeting, Finance Authority Meeting and Housing Authority Meeting held on December 17, 2025. MOTION: It was moved by Manuel Lozano, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN 4. Budget Transfer for National Peace Officers Memorial Week Attendance to Honor Officer Samuel Riveros Motion to: 1. Approve budget transfer of $35,000 from Account 100-30-340-50120-00000 (Patrol Overtime) to Account 100-30-300-53350-00000 (Meetings and Conferences) for National Peace Officers Memorial Week attendance; and 2. Authorize the Chief of Police to finalize travel arrangements for ten department personnel; 3. Authorize the Chief Executive Officer to execute all necessary documents related to this transfer; and, 4. Authorize the Director of Finance to process the transfer and make necessary budget adjustments. MOTION: It was moved by Manuel Lozano, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN PUBLIC HEARING REPORTS OF OFFICERS 5. Update on Project Activities Implemented by the San Gabriel Valley Habitat for Humanity Motion to receive and file the updates on project activities implemented by the San Gabriel Valley Habitat for Humanity and provide an update every six months, starting June 2026. MOTION: It was moved by Manuel Lozano, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. Successor Agency to The Dissolved Community Development Commission of The City of Baldwin Park Warrants and Demands Motion to ratify the attached Warrants and Demands Register, MOTION: It was moved by Manuel Lozano, seconded by Emmanuel Estrada to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN 7. Treasurer's Report SA - November 2025 Motion to receive and file the Treasurer's Report for November 2025. MOTION: It was moved by Manuel Lozano, seconded by Emmanuel Estrada to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN Approval of the Recognized Obligation Payment Schedule (ROPS 26-27) for the Period from July 1, 2026 to June 30, 2027 and Administrative Budget Motion to: 1. Approve the estimated ROPS 26-27 for the period of July 1, 2026 through June 30, 2027 2. Adopt the Successor Agency Administrative Budget for Fiscal Year 2026-27 3. Adopt Resolution No. SA 2026-001 4. Direct staff to send the approved ROPS 26-27 to the County Executive Office, County Auditor Controller, the State Controller, and DOF by February 1, 2026; and, 5. Instruct staff to post the approved ROPS 26-27 on the City's website. MOTION: It was moved by Manuel Lozano, seconded by Emmanuel Estrada to adopt. Motion Passed [5 — 0]. MOTION: It was moved by Manuel Lozano, seconded by Jean M Ayala to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN HOUSING AUTHORITY 10. Baldwin Park Housing Authority's Warrants and Demands Motion to ratify the attached Warrants and Demands Register. MOTION: It was moved by Jean M Ayala, seconded by Manuel Lozano to adopt. Treasurer's Report HA - November 2025 It is recommended that the Board receive and file the Treasurer's Report for November 2025. MOTION: It was moved by Jean M Ayala seconded by Manuel Lozano to adopt. Motion Passed [5 — 0]. Ayala sought consensus from the City Council to discuss the consideration of dedicating the 4200 block of Fillhurst Avenue to the memory of Officer Samuel Riveros. Councilmember Lozano sought consensus from the City Council to direct staff to reach out to the Senate and Assembly representatives to request assistance with CalTrans regarding the upkeep of the on/off ramps around Baldwin Park. Councilmember Estrada sought consensus from the City Council to direct staff to research the opportunity to apply for the Domestic Violence Grant. Councilmember Avila sought consensus from the City Council to direct staff to coordinate with the Baldwin Park Unified School District regarding the upkeep in front of schools. Also requested staff to return with an update on the ROEM Payments.
