Estrada Councilmember Manuel Lozano CALL TO ORDER The meeting was called to order at approximately 7:17 p.m. by Mayor Damian. INVOCATION The Invocation was given by Pastor Flores. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Council Member Avila. ROLL CALL City Clerk Saenz performed roll call: MEMBERS: Council Member Alejandra Avila (present) Council Member Emmanuel Estrada (present) Council Member Manuel Lozano (present) Mayor Pro Tem Jean M Ayala (present) Mayor Daniel Damian (present) City Attorney Bettenhausen announced that the City Council met in closed session on the items listed on the Special Meeting Agenda, all Councilmembers were present. He reported there is no reportable action. ANNOUNCEMENTS Mayor Damian announced that the City Council are also members of the Board of Directors of the Housing Authority and Finance Authority which are concurrently convening with the City Council this evening and each Council Member is paid an additional stipend of $30 for attending the Housing Authority meeting and $50 for attending the Finance Authority meeting. PROCLAMATIONS, COMMENDATIONS & PRESENTATIONS Jose Martinez, General Manager, Valley County Water District gave District updates. Mayor Damian and the City Council proclaimed February 2026 as National Black History Month proclamation was presented to David L. Muse, President of the Board of Directors for Valley County Water District Mayor Damian and the City Council presented Certificates of Recognition to Sierra Vista High School Cheer for being the NHSCC D1 National Champions. 02-18-2026 City Council Regular _FA_HA Meeting Minutes Page 1 of 5 PUBLIC COMMUNICATIONS Mayor Damian opened Public Communications at approximately 7:55 p.m., the following spoke: 1) Irma Morales 2) Cindy Rubio 3) Balbina Rodriguez 4) John Rios 5) Abel 6) Greg Tuttle Seeing no one else wishing to speak, public communications was closed. CONSENT CALENDAR City of Baldwin Park's Warrants and Demands Motion to ratify the attached Warrants and Demands Register. MOTION: It was moved by Emmanuel Estrada, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN. 2. Treasurer's Report CC - December 2025 Motion to receive and file the Treasurer's Report for December 2025. MOTION: It was moved by Emmanuel Estrada, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN. Meeting Minutes of February 4, 2026 Motion to approve the following meeting minutes of the Regular City Council Meeting held on February 4, 2026: MOTION: It was moved by Emmanuel Estrada, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN. 4. Consideration of Approval and Adoption of Resolution 2026-001, Updating the City -Wide and Department Records Retention Schedule. Motion to adopt Resolution No. 2026-001 entitled, "A Resolution of the City Council of the City of Baldwin Park, California, Adopting Records Retention Schedules, authorizing destruction of certain city records"; and Repeal Resolution No. 2024-002. MOTION: It was moved by Emmanuel Estrada, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0 ]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN. Nomination to Rename Roadside Park as Adelina Gregory Macias Park Item #5 was pulled for further discussion. Motion to rename Roadside Park to Adelina Gregory Macias Park or provide alternative direction. MOTION: It was moved by Emmanuel Estrada, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. Consideration of Re -Appointments to Fill the Scheduled Vacancy for the Stakeholders Oversight Committee (SOC) Motion to re -appointment Jorge Hernandez and Estela Mata-Carcamo to the Stakeholders Oversight Committee MOTION: It was moved by Emmanuel Estrada, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. Approve and Authorize the Mayor to enter into the Joint Use Agreement of Zocalo Park with Baldwin Park Unified School District; and 2. Find that the Joint Use Agreement is Exempt from the California Environmental Quality Act. MOTION: It was moved by Emmanuel Estrada, seconded by Alejandra Avila to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN. 8. Authorize City CEO, prior to the funding deadline on March 31, 2026, to Use any Remaining RMC Grant funds toward the construction of Ana Montenegro park, and further authorizing the City CEO to Execute any Contracts for that purpose. Motion to: 1. Authorize the City CEO to proceed with the bidding, approval and execution of contracts with various vendors and contractors, prior to the March 31, 2026 funding deadline, to advance the construction of Ana Montengro Park, without the future need for further City Council Approval due to the RMC grant funding deadlines; and 2. Authorize the Director of Finance to make appropriations and budget adjustments to cover the awarded contract amount plus the contingency within the approved grant amount, and set up necessary account numbers. MOTION: It was moved by Emmanuel Estrada, seconded by Jean M Ayala to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN. 9. Claim Rejection Motion to reject the following claim and direct staff to send the appropriate notice of rejection to claimant: • Julian Gonzalez The claimant alleges bodily injury. • Chuan Gao The claimant alleges bodily injury. Approve Interagency Agreement between the Housing Authority of the City of Baldwin Park (HACBP) and the Los Angeles County Development Authority (LACDA) for Project -Based Voucher Program at Motel 6 (Project Homekey Baldwin Park) Motion to: 1. Approve the Interagency Agreement between HACBP and LACDA for administration of PBVs at the Motel 6 Project Homekey site; and 2. Authorize the Executive Director of HACBP to execute the Agreement and any necessary documents associated with the PBV program; and 3. Direct staff to coordinate with LACDA and A Community of Friends (ACOF) to ensure compliance with HUD regulations and fair housing requirements. Successor Agency to The Dissolved Community Development Commission of The City of Baldwin Park Warrants and Demands Motion to ratify the attached Warrants and Demands Register. REPORTS OF OFFICERS - NONE CITY COUNCIL / CITY CLERK / CITY TREASURER / STAFF REQUESTS & COMMUNICATION Councilmember Avila sought consensus from the City Council to direct staff recognize SVHS Wrestling in the first meeting in March for being League Champions and Mayor added to have the teams of the High Schools that made it into the CIFs to be recognized in staggering meetings. Councilmember Estrada sought consensus from the City Council to direct staff to incorporate the American Legion in one of our relevant events for their I001h Anniversary and to send a Letter of Support for Assemblymember Solache's bill AB 1708, the HHAP Pathways for Cities Act. 02-18-2026 City Council Regular _FA_HA Meeting Minutes Page 4 of 5 Councilmember Lozano sought consensus from the City Council to direct staff to return with an update on the ROEM Payments.
