INVOCATION The Invocation was given by Pastor Jackson. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilmember Estrada. Ayala (present) Mayor Daniel Damian (present) REPORT FROM CLOSED SESSION City Attorney Bettenhausen announced that the City Council met in closed session on the two (2) items listed on the Special Meeting Agenda, all Councilmeiribers were present, and directions were given. He reported there is no reportable action. ANNOUNCEMENTS The Mayor and the City Council presented Certificates of Recognition to Sierra Vista High School Wrestling Team. Mayor Darnian opened Public Communications at approximately 7:19 p.m., the following spoke: 1) Irma Morales 2) Dalphine Sigala Morfm 3) John Rios Seeing no one else wishing to speak, public communications was closed. CONSENT CALENDAR I City of Baldwin Park's Warrants and Demands Motion to ratify the attached Warrants and Demands Register. MOTION: It was moved by Manuel Lozano, seconded by Jean M Ayala to adopt. Meeting Minutes of February 18, 2026 Motion to approve the following meeting minutes of the Special City Council Meeting, Regular City COLUICil Meeting, Finance Authority Meeting and Housing Authority Meeting held on February 18, 2026. MOTION: It was moved by Manuel Lozano, seconded by Jean M Ayala to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN 1 Consideration of Approval and Adoption of Resolution 2026-002 Adjusting tile Campaign Limits. Motion to adopt Resolution No. 2026-002 entitled, "A Resolution of the City Council of the City of Baldwin Park Adjusting the Campaign Limit per the Requirements of the Baldwin Park Municipal Code Section 40.08." MOTION: It was moved by Manuel Lozano, seconded by Jean M Ayala to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN 4. Request for Approval of Addendum No. I to the Affordable Homeownership.Expansion Agreement (AHEA) Extending the Project Activities Implemented by the San Gabriel Valley Habitat for Humanity Motion to: I . Approve Addendum No. I to the initial Affordable Homeownership Expansion Agreement (AHEA), extending project activities implemented by the San Gabriel Valley Habitat for Humanity (SGV Habitat), 1 Authorize the Mayor to execute Addendum No. I Agreement between the City of Baldwin Park and San Gabriel Valley Habitat for Humanity Inc (SGV Habitat). 3. Authorize the Director of Finance to make necessary budget adjustments based on tile extension requested. MOTION: It was moved by Manuel Lozano, seconded by Jean M Ayala to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN PUBLIC HEARING REPORTS OF OFFICERS Animal Shelter and Animal Control Services Agreement with Inland Valley Humane Society & SPCA Getting to Zero Resolution. Motion to: I. Approve a two-year animal shelter and animal control services agreement with Inland Valley Humane Society & SPCA (IVIIS-SCPA) of Pornona, including 1-year of a dedicated Animal Control Officer exclusively assigned to Baldwin Park, for the period July 1, 2026, through June 30, 2027; and 2. Authorize an annual base service fee of $1,085,000 for Year I (FY 2026-27), subject to automatic Consumer Price Index (CPI) increases capped at 5% annually thereafter; and 3. Authorize an additional annual fee of $125,000 for a dedicated Animal Control Officer exclusively assigned to Baldwin Park, fully burdened, including overtime; and 4. Approve a or infrastructure fee of $ 100,000, payable in two equal installments of $50,000 on July 1, 2026, and July 1, 2027; and 03-04-2026 City Council Regulai- Meeting Minutes Page 2 of 3 5. Adopt the Getting to Zero Resolution, formalizing the City's commitment to partner with lVHS-SCPA in eliminating the euthanasia of healthy and adoptable animals through proactive community programs; and 6. Authorize the City Manager to execute all necessary agreement documents, transition materials, and related actions to implement the above. 7. Authorize the Director of Finance to make the appropriation and include the funding in P'Y 2026-27 and FY 2027-28 Annual Budgets. MOTION: It was moved by Manuel Lozano, seconded by Jean M'Ayala to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN 6. Proposed Establishment of 45-Day Moratorium on the Approval, Establishment, or Operation of Data Centers. Motion to adopt by title only by four -fifths vote the urgency moratorium Ordinance No. 1524 entitled: "Interim Urgency Ordinance of the City Council of the City of Baldwin Park Establishing A Moratorium on the Approval, Establishment, or Operation of Data Centers to Consider Adopting Regulations for Data Centers Pursuant to Government Code Section 65858." MOTION: It was moved by Alejandra Avila, seconded by Jean M Ayala to adopt. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN 7. Council Chambers Project Update presented by Daniel Padilla, Director of Public 'l, orks. The City Council gave staff direction. MOTION: It was moved by Alejandra Avila, seconded by Jean M Ayala to receive and file. Motion Passed [5 — 0]. AYES: AVILA, ESTRADA, LOZANO, AYALA, DAMIAN CITY COUNCIL ACTING AS SUCCESSOR AGENCY OF THE DISSOLVE' D COMMUNIT1 wEVELOPMENT COMMISSION CITY COUNCIL / CITY CLERK I CITY TREASURER / STAFF REA QUESTS & COMMUNICATION Councilmember Estrada sought consensus from the City Council to direct staff to look into the City's 70th Anniversary memorabilia, Prop 64 Grant to fund an excursion program in partnership with the school district and to follow up on the Energy Efficient Grant. Mayor Damian announced the check ceremony of the $3.15 million from Congressman Gil Cisneros will be held on March 10 at 2:30 p.m. at the Teri G. Muse Center. Also reminded the community of the 31 st Annual Pride of the Valley 51 . I OK.
