AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK ADDING SECTION
3902 TO THE BALDWIN PARK MUNICIPAL CODE
RELATING TO A PROHIBITION AGAINST THE
PLACEMENT OF BARBED WIRE FENCING
URGENCY ORDINANCE)
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES ORDAIN AS
FOLLOWS:
SECTION 1. That Section 3902 is hereby added to the Baldwin Park
Municipal Code to read as follows:
902^. BARBED WIRE PROHIBITED. No person shall
erect, construct, or maintain any barbed wire fencing,
including, but not limited to. Razor Wire, Razor Tape,
or Razor Ribbon, on any real property in the City
which is classified in the R-l.R-3, or R-P-D
Zones, and which property is in use for residential
purposes.
SECTION 2. This Ordinance is hereby declared to be an
Urgency measure and shall take effect immediately upon its adoption.
A statement of facts contituting the basis of its Urgency is as
follows: that this Ordinance is immediately required to prevent
the location of barbed wire fencing on residentially zoned properties,
which such fencing constitutes a danger to persons and property if
so placed; that due to the nature of fencing, serious injuries can
result, especially to small children and household pets if such barbed
wire fencing is permitted in residential zones within the City;
that this Ordinance is immediately required to protect the subject
health, peace, and safety,
SECTION 3. That the City Clerk shall certify to the adoption
of this Ordinance and shall cause the same to be published in the manner
prescribed by law.
