AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK APPROV-
ING A ZONING CODE AMENDMENT TO
SECTIONS 17.04.271 AND 17.22.030.P
OF THE ZONING CODE PROVIDING REGULA-
TIONS FOR FORTUNE TELLING CASE NO.
AZC-101; APPLICANT: CITY OF BALDWIN
PARK).
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES ORDAIN
AS FOLLOWS:
SECTION 1. That the City Council of the City of Baldwin
Park does hereby find, determine, and declare as follows:
a. That on the 9th day of October, 1985, the Planning
Commission held a duly noticed public hearing
on the application for an amendment to the Baldwin
Park Zoning Code.
b. The proposed change provides for the protection of
the health, safety, and welfare of the residents of
Baldwin Park; and
c. The proposed change is not detrimental to the pro-
perties within the City; and
d. The proposed change is consistent with the spirit
and intent of the General Plan.
e. That the City Council conducted a duly noticed
hearing on said matter, and based upon the evidence
presented, it was determined that the public in-
terest, necessity, convenience, and general welfare
required the approval of the Zoning Code amendment,
herein described.
SECTION 2. That Sections 17.04.271 and 17.22.030.P of
the Baldwin Park Municipal Code, are hereby amended to read as follows
a. Section 17.040.271. Fortune Telling. Fortune
Telling" means the business or art of astrology,
phrenology, life reading, fortune telling, clair-
voyance clairaudience, crystal gaz ing, hypnotism,
mediumship, mesmerism, oriental mysteries, palmis-
try, spirit photography, spirit writing, spirit
voices, spirit materialization, etherealization,
numerology, augury, divination, or other similar
or related art or business.
b. Section 17.22.030.P Fortune Telling.
SECTION 3. That the City Council at the time of the
public hearing on the above matter reviewed and considered the pro-
posed Negative Declaration, and comments relating thereto. That the
city Council, based upon its public review, does hereby approve the
proposed Negative Declaration, since there is no substantial evidence
that the project will have a significant effect on the environment.

adoption of this Ordinance and shall cause a copy of the same to be
published in the manner prescribed by law, and shall forward a copy
of the same to the Secretary of the Planning Commission* The Secretary
shall file the Negative Declaration of Environmental Impact.
