The City Clerk is hereby directed to cause to be posted notices inviting sealed proposals for said improvements in the forms hereinafter referred to. Said posting shall be on the bulletin board in the City Hall anc shall be made not less chan fourteen l4) days prior to the time fnxed for the opening of b Ids. Section 2. The time fixed for the opening of bids shall be 6:00 P.M., October 30, 1963, at tne Council Chambers, City Hall, 14403 East Pacific Avenue, Baldwin Park, California, ana proposals or bids may be delivered to tne City Clerk of said city up to that hour.
