THE CITY COUNCIL OF THE CITY OF DLDWIN PARK DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Baldwin Park does hereby find, determine and declare as follows: a) That pursuant to Section 3200 et seq of the Baldwin Park Municipal Code, the Chief Administrative Officer has heretofore conducted an investigation and has recommended that the City Council conduct a public hearing to determine whether certain premises and buildings, and structures located thereon, constitute a public nuisance within the meaning of Section 3200 et seq of the Baldwin Park Municipal Code. b) That the premises to which said report relates is described as follows: 1, That property located at 131,,33 Frazier Street, more particularly described as follows: That portion of Lot 10 of Tract No. 8805,-in the City of Baldwin Park, County of Los Angeles, State of California, as per map recorded in Book 116, Pages 1 and 2 of maps in the office.of the recorder of said County, descrribed as follows: Beginning. at the southeasterly corner of said Lot 10; thence South 70° 121' 40".West 28.67 feet; thence South 410 53" 40" West 25.53 feet; thence North 11+° 471 20" West 123.33 feet; thence North 750 12t 1+0" East 50 feet; thence-South 71+° 1+7a 20" East 102; feet to the point of beginning. That property located.at,3303 Athol, more particularly described as follows: That portion of Lot 23 of-Tract No. 12.1,1.5, in the City of Baldwin Park, County of Los Angeles, State, of California, as per map recorded in Book 277 Pages 5 7 of maps in the office of the recorder of said County described as follows: Beginning.at the most easterly corner of said Lot 23; thence southwestetly on the northwesterly line of Athol Street 4:8 feet; thence westerly along a tangent curve, concave northerly and having a radius of 15 feet a distance,of x.56 feet; thence northwesterly on the northeasterly line of Fairgrove Street 92.61 feet; thence northeasterly the the northeasterly line.of said Lot 23; thence southeasterly thereon 119.76 feet to said point of beginning. Page 43 of Patents, in the office of the recorder of said County described as follows: 1966 334 CC RESO ×Póõ Beginning at the intersection of the northwesterly line of Maine Avenue 60" wide) with the northeasterly line of Francisquito Avenue 70' wide); thence northwesterly along said northeasterly line 160.24 feet; thence North 41° 52° 45" East 50 feet; thence South 48° 07' East to said north- westerly line; thenc southwesterly thereon to the point of beginning.(N--65) 5. That property located at 13749 Los Angeles Street, more particularly described as follows: The northerly 328 feet of Lot 23 of Tract No. 4624, in the City of Baldwin Park, County of Los Angeles, State of California, as per map recorded in Book 68 Page.33 of maps in the office of the recorder of said County. N-66) 6. That property located at 3702 Holly, more particularly described as follows: The south-Westerly 55.10 feet of the southeasterly 180 feet of Lot 31'-of Tract No. 962, in the City of Baldwin Park, County of Los Angeles, State of California, as per map recorded in Book 211 Ps;ges 74 and 75 of maps in the office of the recorder of said County. N- 7) c) That the said City Council has accepted the recommendation of the Chief Administrative Officer, and does hereby declare its intent to conduct a public hearing to determine whether the said premises above described, constitute a public nuisance within the meaning of Section 3200 et seq of the Baldwin Park Municipal Code. SECTION 2. That on January 18,'1967, at the hour of 8:00 P M., or as soon thereafter. as can be heard, at the Council Chamber in the City Hall at 14403 East Pacific Avenue, Baldwin Park, is hereby designated. as the time and place for the public hearing to determine whether the premises herein described constitutes a public Nuisance within the meaning of said Section 3200 et seq of the Baldwin Park Municipal Code. SECTION 3. That the Chief Administrative Officer is hereby instructed to give notice of public hearing to be conducted with regard.to the premises hereinabove described as set forth-in Section 3200 et seq of the said Baldwin Park Municipal Code. SECTION 4. That the City Clerk shall certify to the adoption of this Resolution and cause a copy hereof to be forwarded to the Chief Administrative officer. It is the opinion of all departments that a public nuisance does now exist, and it is the recommendation of all departments that action be taken under the Public Nuisance Ordinance. It is hereby-recommended that the City Council adopt the attached Resolution setting a hearing date of January 18, 1967, as to why these-properties should not be declared a Public Nuisance. DESCRIPTION AND CONDITION OF PREMISES: The yards contain weeds and trash and both buildings on the property contain abandoned furniture and trash. IV. INSPECTION REPORTS: 1. LOCATION: 13'749 Los Angeles Street II. LOT SIZE AND ZONING C-1 60' X 3351 III. DESCRIPTION AND CONDITION OF PREMISES: The yards contain dry weeds, old appliances, old furniture and junk on the premises. The building has doors that are in-operative and are impossible to lock also many windows are broken. IV. INSPECTION REPORTS: 1. Los Angeles County Fire Department. The property constitutes a fire hazard. Recommended remove from premises and bring up to fire code specifications. 2. Los Angeles County Health Department. Junk furniture, moldy rugs in house, roof leaks. Windows broken screens torn and missing. Boards around base of house highly destroyed by termites. Garbage, trash and debris and junk furniture and appliances in yard. Water standing in cellar. 3. Baldwin Park Police Department. 4. Baldwin Park Planning Department. No off street parking facilities. Structure does not meet required front yard or required in R-1 zone. 5. Baldwin Park Building Deportment. Evidence of dry rot and termites in floors and walls. Improper vent for water heater. Evidence of possible collapse of the front porch structure. Evidence of roof leaking in front and rear portion. DESCRIPTION AND CONDITION OF PRFNISES Vacant house, illegal additions, litter, dry weeds and trash. The property very run down IV. INSPECTION REPORTS: 1. Los fngeles County Fire Department. The property constitutes a fire hazard. 2. Los Angeles County Health Department. Ceilings falling in, holes in walls, wash basin gone in both rooms. Unvented gas heater in house, windows broken out and screens torn. Some trash and debris in house and some junk furniture. 3. Baldwin Park Police Department. Possible children's hangout. Property condemmed on November 30, 1')66, by the City. 4. Baldwin Park Planning Department. 5. Baldwin Park Building Department. Demolish is the best recommendation. Remove all rubbish, old furnitur old paper from premises. Rear accessory building is less than 3' to rear property line without a fire wall. Garage enclosed for dwelling purposes. Unsanitary. 6. Baldwin Park Engineering Department. On the basis of the on site inspection and the reports of the various other departments it is hereby recommended by this Department that all buildings be demolished and removed from the lot.
