A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK AUTHORIZING
THE ALLOCATION OF ITS SHARE OF
PROPOSITION A FUNDS FOR THE EAST SAN
GABRIEL VALLEY TRANSIT NEEDS STUDY
WHEREAS, the County of Los Angeles, and the Cities of Azusa,
Baldwin Park, Covina/ Glendora, Irwindale, La Habra Heights, La Puente,
and West Covina have agreed that there is a need to understand and define
the public transit needs of their populations on a local, subregional and
regional level; and
WHEREAS, the County of Los Angeles and participating cities have
agreed to conduct a Transit Needs Study to be performed under contract
with a consultant; and
WHEREAS, the County of Los Angeles and participating cities have
established a Prop A Steering Committee PASC) and City Manager's Prop A
Group CMPAG) to coordinate and monitor the performance of the study; and
WHEREAS, the cost of the study will be shared by the County of
Los Angeles and participating cities based on their portion of the total
population of the study area as indicated in the 1980 U.S. Census.
NOW, THEREFORE, be it resolved by the City Council of the City
of Baldwin Park as follows:
SECTION 1. The County of Los Angeles and participating cities
agree to fund the cost of the East San Gabriel Valley Transit Needs Study
in an amount not to exceed $109,465.
SECTION 2. The City of Baldwin Park allocates the sum of $11,942
for its share of the contract cost.
SECTION 3. The City of West Covina on the behalf of the Cities
and County noted above is authorized to enter into an agreement with the
firm of DAVE Consulting Inc. for the conduct of the Transit Needs Study,
SECTION 4. Said agreement shall be subject to prior approval
by the City Manager's Prop A Group and the City Attorney for each partici-
pating City and County Counsel for Los Angeles County.
SECTION 5. Changes in the scope of the contract shall require
the approval of the City Managers and County representative to the Prop A
Steering Committee.
SECTION 6. That the City Clerk shall certify to the adoption
of this Resolution.
