A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK SUPPORTING
THE AMENDMENT OF SB-4 TO INCLUDE LOCAL
GOVERNMENT AS AN ORGANIZATION ELIGIBLE
FOR COMPENSATION IN RATE CASES
WHEREAS, at the insistence of their citizenry, many
local governments have developed energy programs to help
residents cope with continually rising utility bills;
and
WHEREAS, many energy programs are cooperative or com-
plimentary programs between the local utility and the local
government; and
WHEREAS. Public Utility Commission decisions in rate cases
often determine the scope and nature of utility energy programs;
and
WHEREAS, both the Public Utilities Commission and state
legislature have acknowledged that effective public participa-
tion in rate cases is essential to the protection of the
public interest; and
WHEREAS, in acknowledgement of the burdensome cost of
effective participation, SB-4(Montoya) provides for compensa-
tion for intervention in rate cases; and
WHEREAS, these rules do not provide for the possibility
of compensation to local government; and
WHEREAS this exclusion is not equitable for local
government nor in the best interest of the citizens of Baldwin
Park.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Baldwin Park supports the amendment of SB-4
Montoya) to include local government as an organization
eligible for compensation in rate cases.
The City Clerk shall certify to the adoption of this
Resolution. /
