A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BALDWIN PARK APPROVING THE NEGATIVE
DECLARATION FOR THE PROPOSED AMENDED WEST
RAMONA BOULEVARD REDEVELOPMENT PLAN
WHEREAS, the City Council and the Redevelopment Agency
of the City of Baldwin Park have consented to a joint public
hearing for consideration of the proposed Amended Redevelopment
Plan for the West Ramona Boulevard Redevelopment Project; and
WHEREAS, the adoption of a redevelopment plan or an
amended plan requires an Environmental Assessment pursuant to
the California Environmental Quality Act; and
WHEREAS, the Baldwin Park Redevelopment Agency has
prepared a Negative Declaration for the proposed Amended West
Ramona Boulevard Redevelopment Plan; and
WHEREAS, the Negative Declaration was made available
for public review; and
WHEREAS, the City Council must consider the Negative
Declaration for the proposed Amended West Ramona Boulevard
Redevelopment Plan prior to considering the Amended Redevelopment
Plan for adoption.
NOW, THEREFORE, the City Council of the City of Baldwin
Park does resolve as follows:
SECTION 1. That the City Council makes the following
findings with reference to the proposed Negative Declaration:
a) That the Negative Declaration is complete and
has been prepared in compliance with the California
Environmental Quality Act CEQA), the State CEQA
Guidelines, the City* s Procedures and City Policy; and
b) That the mitigation measures proposed in the
Negative Declaration have been incorporated into the
Project and are expressed as conditions of project
approval; and
c) That it is not fairly arguable that the Project
as revised will have a significant effect on the
environment; and
d) That the applicant, in its design, has incorporated
measures to reduce to an acceptable level the Project's
impact on the environment; and
e) That in determining to approve the said Negative
Declaration, the City Council considered the following:
i) Negative Declaration including the
Initial Study); and
ii) Staff Analysis; and
iii) Minutes of the Planning Commission Meetings;
and
iv) The Administrative Record; and
v) Comments and other information submitted
by members of the public and other agencies
relating to this Project; and

vi) The evidence received at the public
hearings held with reference to the Project.
SECTION 2. That the City Council has hereby approved
and adopted as a result of its said considerations, the Negative
Declaration as proposed and does hereby find that the said
Negative Declaration has been prepared and considered pursuant to
the provisions of CEQA, the State CEQA Guidelines, and the City's
Procedures,
SECTION 3. That the City Clerk shall file a Notice
of Determination with reference to the Negative Declaration, and
shall certify to the adoption of this Resolution and shall forward
a certified copy hereof to the Planning Director and the Secretary
of the Planning Commission and to the applicant.
