HomeMy WebLinkAbout1984 091 CC RESO1984 091 CC RESO(Ììê9RESOLUTION NO. 84-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK REQUESTING ACTION BY THE URBAN MASS TRANSPORTATION ADMINISTRATION ON THE SOUTHERN CALIFORNIA RAPID TRANSIT DISTRICT METRO RAIL PROJECT WHEREAS, the Southern California Rapid Transit District Metro Rail Project has been acknowledged by the Urban Mass Transportation Administration as the most cost effective new rail start in the nation; and WHEREAS, Los Angeles is the second most densely populated urbanized area in the nation, and by the end of this century, the urbanized area population is expected to increase by two to three million; and WHEREAS, heavily congested surface streets and freeways cannot accomm- odate current and anticipated demand despite the fact the RTD buses carry 1.6 million passengers per day, with many lines currently operating at 140 percent capacity; and WHEREAS, during the morning rush hours more than 45 percent of all trips into the downtown area are by public transit; and WHEREAS, in 1980, voters approved a 140-160 mile rapid transit system and a one-half cent sales tax to finance a portion of the Metro Rail Project/- and WHEREAS, the SCRTD Metro Rail Project has gone through more public scrutiny than any other rail rapid transit system built during the last decade, with approximately 10,000 interested citizens airing their views at more than 120 community meetings along the proposed alignment; and WHEREAS, on a per mile basis the construction costs of the SCRTD Metro Rail Project are less than or equivalent to those of other recently constructed heavy rail projects in the United States; and WHEREAS, Los Angeles has offered to increase its local share expense of the Metro Rail Project from 25 percent to 38 percent; and WHEREAS, the private sector, through benefit assessment districts, will contribute 5 percent, or $170 million, of the total cost of the project's construction; and WHEREAS, during the period 1971 to 1981, the federal government allocated over $8 billion among six urban areas across the country for con- struction of new rail rapid transit projects, and these areas also received more than $400 million to purchase buses, and during that same time period Los Angeles received $322 million for bus operations and $12 million to begin engineering work on Metro Rail; and WHEREAS, the investment of millions of federal, state, and local dollars will generate thousands of employment opportunities in the region including the San Gabriel Valley residents; and WHEREAS, these investments will stimulate the overall economy and enhance the quality of life for all residents of the region including the San Gabriel Valley. NOW, THEREFORE, BE IT RESOLVED, that the City of Baldwui Park requests the Urban Mass Transportation Administration issue the Letter of Intent for the immediate construction of Metro Rail, which will be the backbone of our countywide rail transit system. BE IT FURTHER RESOLVED, that the City of Baldwin Park urges and encourages other public agencies and officials including Chambers of Commerce and hcmeowner groups to adopt sijnilar resolutions and forward them to the President, the U.S. Secretary of Transportation and to the Urban Mass Transportation Administrator.
