A RESOUJTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK APPROVING
TOE APPLICATION FOR LAND AND MATER
CONSERVATION FUNDS M3RGAN PARK
ACQUISITION PROJECT
WHEREAS, the Congress under Public Law 88-578 has
authorized the establishment of a Federal Land and Water Con-
servation Fund Grant- In-Aid Program, providing matching funds
to the State of California and its political subdivisions for
acquiring lands and developing facilities for public outdoor
recreation purposes; and
WHEREAS, the State Department of Parks and Recreation
is responsible for the administration of the program within the
State, setting up necessary rules and prcocedures governing applica-
tion by local agencies under the program; and
WHEREAS, said adopted procedures established by the
State Department of Parks and Recreation require the applicant
to certify by resolution the approval of applications and the
availability of local matching funds prior to sutanission of
said applications to the State; and
WHEREAS, the proposed Morgan Park addition project
is consistent with the Statwide Comprehensive Recreation Resources
Plan: Recreation in California, Issues and Actions; 1981-1985; and
WHEREAS, the project must be ccmpattble with the land
use plans of those jurisdictions inmediately surrounding the
project;
NCW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Baldwin Park does hereby:
1. Approve the filing of an application for Land and Water
Conservation Fund assistance; and
2. Certifies that said agency has matching funds from the
following sources. General Fund and Ccmnunity Develop-
ment Block Grant, and can finance 100 percent of the
project, half of which will be retnfcursed, and
3. Certifies that the project is ccmpattble with the land
use plans of those jurisdictions imnediafcely surrounding
the project; and
4. Appoints the Director of Conmunity Services as agent of
the City of Baldwin Park to conduct all negotiations,
execute and submit all documents including but not
limited to applications, agreements, amendments,
billing statements, and so on which may be necessary
for the conplefcion of the aforeinentioned project.

BE IT FURTHER RESOLVED, that the City Clerk shall certify
to the adoption of this Resolution.
APPROVED AND ADOPTED this 20th day of^ebruary, 1985.
