A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK DECLARING
ITS SUPPORT FOR SENATE BILL 290, FORAN,
FOR INCREASED TRANSPORTATION FINANCING
WHEREAS, the condition of streets, roads, and highways throughout
the State of California affec-ts the safety of drivers and pedestrians and the
physical appearance and economic well-being of the State and its communities;
and
WHEREAS, in recent years there has been an increasing shortfall of
revenues to support the maintenance of local streets and roads throughout
California; and
WHEREAS, the current shortfall is estimated to be between $400
million and $800 million annually; and
WHEREAS, California is now ranked No. 49 among the 50 States on
per capita highway spending; and
WHEREAS, delays in the completion of necessary local street and
road repairs result in significant additional costs to the taxpayer in the
long-run; and
WHEREAS, the street and highway system throughout the State needs
a long-term, stable, equitably-distributed funding source; and
WHEREAS, the imminent reduction and/or elimination of many Federal
programs, such as revenue sharing, require that many cities consider increases
to existing local taxes and/or the enactment of new local taxes to make up the
resulting shortfall; and
WHEREAS, it is appropriate that funding for the statewide network of
streets, roads, and highways be collected and distributed by the State of
California; and
WHEREAS, Senate Bill 290 as introduced by Senator John Foran would
provide a comprehensive transportation finance package for state and local
government.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Baldwin Park hereby expresses its support of Senate Bill 290.
BE IT FURTHER RESOLVED that the City Clerk shall certify to the
adoption of this Resolution and shall forward a certified copy hereof to all
members of the Senate Transportation Committee, Senator Joseph B. Montoya,
Assemblywoman Sally Tanner, and the League of California Cities.
