HomeMy WebLinkAbout1985 039 CC RESO1985 039 CC RESO(ÌìçìRESOLUTION NO. 85- 59 A RESOLUTION OF THE BALDWIN PARK CITY COUNCIL FINDING AND DETERMINING THAT CENSUS TRACTS 4048, 4050, 4051, and 4052 ARE DISTRESSED AREAS IN NEED OF PRIVATE SECTOR INVESTMENT; PROPOSING THAT SAID AREA BE DESIGNATED AS AN ENTERPRISE ZONE; AND AUTHORIZING THE CITY MANAGER TO MAKE FORMAL APPLICATION TO THE CALIFORNIA DEPARTMENT OF BUSINESS AND ECONOMIC DEVELOPMENT, DESIGNATING AN ENTERPRISE ZONE PROGRAM FOR THE AREA WHEREAS, the Enterprise Zone Act" Government Code Section 7070, et seq.), which was enacted into law as an urgancy measure on March 20, 1984, establishes a mechanism to stimulate private investment and business growth in distressed areas of California by providing tax and other incentives and relaxing regulatory controls that impede private investment; and WHEREAS, an Enterprise Zone consists of an eligible distressed residential area and may, at the applicant's option, contain an industrial area and a commercial area; and WHEREAS, although the City of Baldwin Park was not originally qualified as a jurisdiction with an economically distressed area by the State, Baldwin Park's Economic Development Division staff petitioned the State for a finding that Census Tracts 4048, 4050, 4051, and 4052 are eligible areas for inclusion in an Enterprise Zone because each area had 1) a 1980 unemployment rate exceeding 5.64%, 2) a 1980 poverty level exceeding 12.4%, 3) a net increase in median family income between 1969 and 1979 of less than $8,427 or per capita increase of less than $4,000); and WHEREAS, in consideration of State Department of Commerce approved 4051 and 4052 as an eligible area for inclusion. the above information, the Census Tracts 4048, 4050, potential Enterprise Zone NOW, THEREFORE, Council as follows: BE IT RESOLVED by the Baldwin Park City SECTION 1. The City Council proposes that Census Tracts 4048^ 4050, 4051, and 4052 in the City of Baldwin Park, California be designated as an Enterprise Zone, per Attachment A. SECTION 2. The City Council finds and determines that said area proposed to be so designated is a depressed area and that the designation as an Enterprise Zone is necessary in order to assist in attracting private sector investment in the area. SECTION 3. The City Council authorizes the City Manager, on behalf of the City of Baldwin Park and the Baldwin Park City Council to make application to the California Department of Business and Economic Development for the adoption of an Enterprise Zone Program for the area. Beginning at northwest boundary. Olive Street, in between Bresee Avenue and Stewart Avenue, easterly covering both sides of the streets to the corner of Olive, south of Blee dk,er and north of Phelan, cutting south into the block east of Phelan along the City of Baldwin Park and City of Irwindale property lines east on the south side of Los Angeles Street to the. corner of Los Angeles Street and Alderson Avenue, south on Alderson Avenue to the Southern Pacific Railroad train rails, following the rails southwest to Ramona Boulevard, easterly along Ramona Boulevard, covering both sides of the street to the corner of Ramona Boulevard and Stewart Avenue, north only on the east side of Stewart to Palm Avenue, after, north of Palm covering both sides of Stewart Street cutting in to the block west of Stewart Avenue to the corner of Sewart Avenue and Los Angeles Street, north between Bresee Avenue and Stewart Avenue cutting through the middle of the block to the starting point. This tract is important to the economic revitalization of Baldwin Park because it entirely contains the Central Business District, Currently, there are several completed and on-going housing development projects within this tract that are attracting middle-income buyers. TRACT 4052 is plotted from the corner of Stewart Avenue and Ramona Boulevard, covering the entire street, east along Ramona Boulevard on both sides of the street to the Southern Pacific Railroad train rail, north along the rail, the rail establishes, the perimeter of the City of Baldwin Park property line edging south of Los Angeles Street, following the City of Baldwin Park property line south to the corner of Ramona Boulevard and Puente Avenue, east on Ramona Boulevard, covering both sides of the street along the City's property line turning at a right angle south, 450 feet, before Azusa Canyon Road, cutting across Badillo through the block south of Badillo turning east at a right angle in the same block toward the north end of Sena Avenue, south on Sena Avenue along the north end of Sena Avenue, south on Sena Avenue along the City property line to Puente Avenue, west from Puente to Root Avenue, west from Puente to Root Street, south cutting through the block east of Root Street and Willow Avenue along the City property line past Hurst Drive cutting west across Willow Avenue to Maryland Avenue, south along the City property line cutting through the block to Macdevitt Street, covering both sides of Macdevitt north to Puente Avenue, south of Puente Avenue, covering both sides of the street to Havenbrook Street, east to Ardilla, south along Ardilla following the City property line across Garvey and the Interstate 10 Freeway, north on Merced covering both sides of the street to Baldwin Park Boulevard, at the corner of Baldwin Park Boulevard and Merced east to Stewart Avenue on both sides of the street, north on Stewart Avenue on both sides of the street to Ramona Boulevard, at the corner of Ramona Boulevard and Stewart Avenue. Census Tract 4052 is necessary for inclusion in the Enterprise Zone because it contains a number of small, slow-growth commercial areas in the downtown area, as well as large, but underdeveloped potential commercial sites along the San Bernardino Freeway. The tract also contains a small, extremely blighted industrial- residential mix at it's northwest corner. The overall residential community is fair. BIB] 37672-U01 1985-U02 039-U02 CC-U02 RESO-U02 LI3-U03 FO2126-U03 FO10071-U03 DO10119-U03 C6-U03 RESO-U03 2/20/2003-U04 ROBIN-U04 1985 039 CC RESO(ÌìçìRESOLUTION NO. 85- 39 PAGE THREE ATTACHMENT A CENSUS TRACTS AND BOUNDARIES TRACT 4048 begins at the corner of Francisquito Avenue and Ramona Boulevard, east on Ramona, covering both sides of the street,- to the corner of Stewart Avenue and Ramona Boulevard, south along Sewart Avenue covering both sides of the street to Baldwin Park Boulevard, south covering both sides of the street to the corner of Merced Avenue and Baldwin Park Boulevard, south on Merced Avenue covering both sides of the street cutting across the Interstate Freeway 10 to the corner of South Garvey Avenue and Merced Avenue, southwest along the City property line to Ituni Street, north on Ituni, cutting across the block between Halinor Street and Siesta Avenue along the City property line passing Walnut Creek Parkway, north along Walnut Creek Wash, cutting across the block south of Halinor Street that is divided by the City property line to Francisquito Avenue, from Francisquito Avenue covering only the north side of the street intersecting at the starting point, Francisquito Avenue and Ramona Boulevard. Census Tract 4048 is necessary for inclusion in the Enterprise Zone because it contains a great deal of blighted, mixed use, poorly-delineated, and improperly sized and accessed commercial and industrial properties along'both sides of the San Bernardino Freeway corridor which forms the image of Baldwin Park to most motorists using the freeway. The development of this area could be substantially improved, adding tremendously to the economics and aesthetics of the community. TRACT 4050 comprises an area bounded by the following description; the southern boundry runs the length of Olive Street, the west corner of Olive Street and Center Street, including both sides of Olive Street easterly to the corner of Olive Street and Bleecker Avenue, continuing easterly only on the north side of Olive Street to the corner of Olive Street and Azusa Canyon Road. Orienting north from the corner of Olive Street and Azusa Canyon Road only bordering along the west side of Azusa Canyon Road to the corner on Azusa Canyon Road to Arrow Highway. From the southwest corner of Arrow Highway along the southern border of Arrow HIGHWAY, WESTERLY TO Live' Oak Avenue the street name Arrow Highway" becomes Live-Oak Avenue" at the T-intersection of Arrow Highway and Maine Avenue) crossing Rivergrade Road, cutting past the dry San Gabriel River bed, in the same formation, to an imaginary corner Live Oak and Center Street, if the two streets were to meet at a right angle). From the imaginary right angle intersection of Live Oak Avenue and Center Street, which is the northwest corner of Tract 4050, directing to a southern destination along the imaginary Center Street) to the corner of Olive Street and the actual Center Street, which is the southwest border of Tract 4050. This entire area is chosen as part of the Enterprise Zone because there exists intrusion of residential units within industrial business. Many lots in this area are of odd shape, which makes it difficult for physical expansion.
