A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK CALLING FOR FORMATION OF A PROJECT
AREA COMMITTEE FOR THE SIERRA VISTA REDEVELOPMENT
PROJECT, AND ADOPTING BYLAWS FOR SAID PROJECT
AREA COMMITTEE
WHEREAS, the Planning Commission of the City of Baldwin
Park has designated the boundaries of the Sierra Vista Redevelopment
Project and has adopted a preliminary plan for the redevelopment
of the Project Area; and
WHEREAS, Section 33385 of the California Health and
Safety Code provides for the formation of a Project Area Committee
by a city council; and
WHEREAS, this Council desires to form a Project Area
Committee, which Committee will advise the Baldwin Park Redevelopment
Agency Agency") and consult with the Agency regarding redevelopment
planning and policy.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Baldwin Park as follows:
SECTION 1: That the City Council of the City of Baldwin
Park Council") hereby calls for the formation of a Project Area
Committee for the Sierra Vista Redevelopment Project.
SECTION 2: That the Council hereby adopts, as the
bylaws of the Project Area Committee, the document attached hereto
as Exhibit A" and made a part hereof.
SECTION 3: That the City Clerk shall certify to the
adoption of this Resolution, and forward certified copies hereof
to each appointed Committee member.

BALDWIN PARK REDEVELOPMENT AGENCY
SIERRA VISTA REDEVELOPMENT PROJECT
BYLAWS OF THE PROJECT AREA COMMITTEE
SECTION I. Committee Membership
The Committee shall be an advisory body composed of Seven
7 members nominated by the Mayor of the City Council of the
City of Baldwin Park Mayor") and confirmed by the City Council
of the City of Baldwin Park Council"). Members of the Project
Area Committee shall serve terms of four 4) years. The terms of
all members of the Project Area Committee shall expire on the first
1st) day of October of the calendar year in which their terms are
scheduled to expire.
SECTION II. Vacancies
Vacancies on the Committee shall be filled by the Mayor and confirmed
by the Council.
SECTION III. Compensation Removal
Members of the Committee shall serve without compensation and may
be removed at the pleasure of the Council.
SECTION IV. Unexcused Absence from Meetings
If any member of the Committee is absent without excuse for four
4) consecutive meetings, the Committee Chairperson, or in his absence
the Committee Vice Chairperson, shall certify that fact to the council,
and the Board shall thereafter declare the position on the Committee
to be vacant, and the position shall be filled as provided in Section
II hereof.
SECTION V. Qualifications
The Council shall appoint Committee members from resident/owner
occupants, residential tenants, businessmen and members of existing
organizations within the Project Area.
SECTION VI. Officers
At the first meeting held after October 1st of each year, the
Committee, from among its membership, shall elect a Committee
Chairperson and a Committee Vice Chairperson. The Chairperson shall
perform those duties customarily carried out by such officer, and
the Vice Chairperson shall act in the absence of the Chairperson.
The Secretary shall be the Executive Director of the Baldwin Park
Redevelopment Agency Executive Director") or his designee.

The Executive Director shall provide technical assistance to, and
staff support for, the Committee and shall further act as liaison
from the council/Agency Board of Directors to the Committee so that
policies of the Council/Agency Board of Directors are known to the
Committee. The Committee will advise the Council/Agency Board of
Directors and staff both on general policies of the Council/Agency
Board of Directors and specific proposals for action by the
Council/Agency Board of Directors.
SECTION VIII. Meetings
The Committee shall hold meetings at the call of the committee
Chairperson or the Committee Vice Chairperson. The call for a meeting
shall state the time and place of the meeting. All deliberations
and proceedings of the Committee shall be conducted pursuant to
the provisions of Section 54950 et seq. of the Government Code of
the State of California.
SECTION IX. Rules of Procedure
The Committee may, from time to time, adopt rules to govern the
conduct of its business consistent with these Bylaws.
SECTION X. Amendments to Bylaws
The Bylaws of the Committee shall be amended only upon the vote
of at least three members of the Council taken at a regular or special
meeting.
