A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK MAKING CERTAIN
PROFESSIONAL APPOINTMENTS FOR ASSESSMENT
DISTRICT. NO. 86-2 AND DIRECTING THAT
CERTAIN ACTS BE TAKEN IN FURTHERANCE OF
THE DISTRICT'S FORMATION
WHEREAS, Barclay and Associates has submitted
a Petition to this City Council for construction of certain
improvements pursuant to the Municipal Improvement Act of 1913
and for the issuance of bonds under the Improvement Bond Act
of 1915 to represent special assessments to be levied against
properties within a proposed assessment district to be designated
as Assessment District No. 86-2; and y"<^ea
WHEREAS/ the public interest and convenience requires
the construction of said improvements; and
NOW THEREFORE IT IS HEREBY RESOLVED by the City
Council of the City of Baldwin Park, California as follows:
SECTION 1. That the firm of Dwight F. French/ Inc. is
Hereby designated and appointed engineer of the work and employed
to do and perform all engineering work necessary in and for the
proceedings, including preparation of the description of improve-
ments and acquisitions, the boundary map, and the estimate of
costs and diagram and assessment. Compensation for such work
shall be as set forth in Exhibit A, attached hereto and made a
part hereof.
SECTION 2. That the firm of Burke, Williams, &
Sorensen, Attorneys at Law, is hereby designated and appointed
special counsel with respect to the assessment proceedings and is
employed to perform all legal work relating to said assessment
proceedings. Fees and costs for such work shall be as set forth
in Exhibit B, attached hereto and made a part hereof.
SECTION 3. That the firm of Gunn, Russell Copenhaver
& Co., Inc. is hereby designated and appointed financing con-
sultant with respect to the assessment proceedings and is
employed to perform all financial work relating to said
assessment proceedings. Compensation for such work shall be
as set forth in Exhibit C, attached hereto and made a part hereof.
SECTION 4. The City Clerk shall certify to the
adoption of this resolution and thenceforth and thereafter the
same shall be in full force and effect.

Subject: Delta Assessment District No. 86-2
Dear Maureen:
A( am pleased to submit a proposal for the Assessment District Engineering for the Delta
Assessment District No. 86-2. As you are aware I have been involved in assessment district
engineering for over 20 years, both in government and the private sector, which I believe
will assist you with this district. The district as I understand it is to allow the
Redevelopment Agency to finance a bridge and appurtenant structure to provide access to
their land locked property.
We will provide the following services as Assessment Engineer for the subject project!
1. Review and compile all the cost estimates for the complete project and work
with the bond underwriter, attorney, and engineers to assure that all costs are
accounted for;

2. Prepare assessment districts boundary maps and assessment rolls for the district;
3. Prepare an engineers report for the district showing assessment spreads, methods
of spread, assessment roll, etc.;
4. Prepare the assessment district map and cause the same to be recorded.
The fee for the above services is proposed to be one 1) percent of the amount to be spread
payable as follows:
1. 25% upon completion of the engineers report and completion of the public
hearing;
2. 25% upon recordation of the assessment diagram;
3. 50% upon sale of bonds or implementation of the financing.
