A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK SUPPORTING
THE FORMATION OF A TRANSPORTATION
ZONE FOR THE SAN GABRIEL VALLEY
WHEREAS, the City of Baldwin Park/ the County of
Los Angeles and the other cities in the San Gabriel Valley
are desirous of providing public transit service more cost-
effectively and
WHEREAS, the Los Angeles County Transportation
Commission adopted guidelines on February 26, 1986, related
to the creation of a Transportation Zone; and
WHEREAS, the City of Baldwin Park is desirous of
participating in the formation and administration of a San
Gabriel Valley Transportation Zone; and
WHEREAS, an Application for the creation of a San
Gabriel Valley Transportation Zone has been submitted to the
Los Angeles County Transportation Commission.
NOW THEREFORE, BE IT RESOLVED, that the City
Council of the City of Baldwin Park agrees to approve the
Application submitted to the Los Angeles County Transportation
Commission on December 11, 1986, including the Operations
and Financial Plans and to participate in the formation of the
San Gabriel Valley Transportation Zone Joint Powers Authority
JPA) to administer the requirements of the Zone as set forth
by the Los Angeles County Transportation Commission.
BE IT FURTHER RESOLVED, however, that 1) the City
of Baldwin Park will only participate in a program that re-
quires no local contribution of Proposition A funds; and
2) the composition of the Executive Board of the Joint Powers
or Public Transit Authority required to administer the San
Gabriel Valley Transportation Zone, will include no less than
five City representatives; and 3) that no service reductions be
considered or implemented without a majority support of the
Executive Board.
BE IT FURTHER RESOLVED that the City Clerk shall
certify to the adoption of this Resolution.
APPROVED AND ADOPTED this 7th ay of January, 1987.
