A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK SUPPORTING A
REDISTRIBUTION OF UNALLOCATED OR POOL
SALES TAX ON A PER CAPITA FORMULA
WHEREAS, the State of California Board of Equalization
currently collects and distributes sales taxes to eligible
jurisdictions within the State; and
WHEREAS, the Board of Equalization has established an
unallocated pool for sales taxes generated primarily by
contractors, certain manufacturers and private party used car
sales; and
WHEREAS, the current formula under law and utilized by the
State Board of Equalization to distribute these pooled funds is
based upon the percentage a jurisdiction generates in point of
sale revenues within a county; and
WHEREAS, this formula is. inequitable because it does not
bear any relationship to the actual sources and locations where
the unallocated or pooled tax is generated.
NOW, THEREFORE, BE IT RESOLVED, by the General Assembly of
the League of California Cities assembled in annual conference
in San Francisco, October 19, 1993 that the League sponsor,
support and endorse legislation to revise the Board of
Equalization's practice of distributing unallocated pooled
sales tax revenues so as to distribute such funds on the basis
of population rather than upon any jurisdictions percentage of
sales tax based upon point of sale.
