HomeMy WebLinkAbout1993 107 CC RESO1993 107 CC RESO(Ìì´Ü RESOLUTION NO. 93 107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK SUPPORTING HOUSE CONCURRENT RESOLUTION 121 RELATING TO THE CREATION OF A NORTH AMERICAN DEVELOPMENT BANK WHEREAS, the North American Free Trade Agreement NAFTA) has the potential to expand trade between the United States, Canada and Mexico thereby creating economic growth and high-wage jobs for American workers; and WHEREAS, NAFTA has the potential to lead to a net increase in jobs in the United States, but will also require difficult adjustments by certain import-sensitive United States industries and workers; and WHEREAS, Mexico already ranks as the second largest market for U.S. manufactured exports and Southern California already enjoys a favorable balance of trade with Mexico and Canada; and WHEREAS, the United States-Mexico border region suffers from serious infrastructure deficiencies and environmental degradation which would require investments to support the expanded flows of good and services under NAFTA; and WHEREAS, border regions pose particularly difficult problems for cross-border coordination, financing and implementation of projects to improve environmental infrastructure; and WHEREAS, a North American Development Bank would be a means of providing capital to facilitate adjustments during the transition of NAFTA in order to ensure that no region or sector of the United States suffers a disproportionate share of the burdens created by NAFTA; and WHEREAS, a North American Development Bank would supplement the efforts of other international financial institutions to direct assistance to regions which present opportunities for economic developmental cooperation. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Baldwin Park as follows: SECTION 1. That the City Council support House Concurrent Resolution 121 HCR121) as a means of promoting a North American Development Bank. SECTION 2. That the City Council communicate this support to its congressional representatives and any other appropriate individuals or organizations. SECTION 3. That the City Clerk certify to the adoption of this resolution. PASSED, APPROVED AND ADOPTED by the City Council of the City of Baldwin Park at a regular meeting of October 6, 1993. 01.
