A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BALDWIN PARK APPROVING THE SECOND AMENDED
JOINT EXERCISE OF POWERS AGREEMENT REGARDING
THE MID-SAN GABRIEL VALLEY CONSORTIUM
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES HEREBY
FIND, ORDER, AND RESOLVE AS FOLLOWS:
1. The Cities of Baldwin Park bradbury, El Monte, and South
El Monte the four cities") have previously exercised their
authority under the Joint Exercise of Powers Law, Government Code
Section 6500 et seq., to form the Mid-Valley Manpower Consortium
Consortium") to provide federally funded job-training services
and other social services to residents of the five cities.
2. In September 1983, the four cities found it appropriate to
amend the original Joint Exercise of Powers Agreement in certain
respects.
3. The four cities now find it appropriate to further amend
the Joint Exercise of Powers Agreement to change the name of the
entity, to enchance the fiscal controls employed by the agency, to
allow the appointment of members of the Board of Directors of the
Consortium by members of the Los Angeles County Board of
Supervisors, and in certain other respects.
4. The Board of Directors of the Consortium has approved a
proposed Second Amended Joint Exercise of Powers Agreement and
forwarded it to the City Councils of the four cities with a request
for approval.
5. Accordingly, the City Council of the City of Baldwin Park
does hereby approve the Second Amended Joint Exercise of Powers
Agreement dated for reference February 9, 1994 the Agreement")
and authorize the Mayor to execute the Agreement on behalf of the
City.
6. The City Clerk is hereby directed to promptly forward the
original of the Agreement and a certified copy of this Resolution
to the Consortium when they have been executed on behalf of the
City.
PASSED, APPROVED AND ADOPTED by the City Council of the
City of Baldwin Park on the 16th day of March 1994
