HomeMy WebLinkAbout1994 038 CC RESO1994 038 CC RESO(Ìì¹ RESOLUTION NO. 94-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, FINDING THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM CMP) AND ADOPTING THE CMP LOCAL IMPLEMENTATION REPORT, IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089. WHEREAS, the Los Angeles County Metropolitan Transportation Authority MTA"), acting as t C Congestion Management Agency for Los Angeles County, adopted the Congestion Management Program on November 17, 1993; and WHEREAS, the adopted CMP requires that MTA annually determine that the County and cities within the County are conforming to all CMP requirements and WHEREAS, the adopted CMP requires submittal to the MTA of this CMP local implementation report by November 1,1994; and WHEREAS, the City Council of the City of Baldwin Park held a noticed public hearing on April 20,1994. NOW, THEREFORE, THE CITY COUNCIL FOR THE CITY OF BALDWIN PARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City of Baldwin Park has taken all of the following actions, and that the City of Baldwin Park is in conformance with all applicable requirements of the 1993 CMP. a) The City of Baldwin Park has locally adopted and continues to implement a transportation demand management ordinance, consistent with the minimum requirements identified in the CMP Transportation Demand Management Chapter; and Z) The City of Baldwin Park has locally adopted and continues to implement a land use analysis program, consistent with the minimum requirements identified in the CMP Land Use Analysis Program Chapter; and c) That by November 1,1994, the City of Baldwin Park will forward to the Los Angeles County Metropolitan Transportation Authority a list of regional transportation improvements implemented by the City of Baldwin Park since January 1,1990, as the basis for establishing credits, consistent with the requirements identified in the CMP Countywide Deficiency Plan Chapter; and d) That as of June 1,1994, the City of Baldwin Park will begin tracking new development activity, consistent with the requirements identified in the CMP. This information will be annually tabulated, as the basis for establishing the City of Baldwin Park mitigation responsibility under the Countywide Deficiency Plan. SECTION 2. That the City Clerk of the City of Baldwin Park shall certify to the adoption of this Resolution and shall forward a copy of this Resolution to the Los Angeles County Metropolitan Transportation Authority.
