HomeMy WebLinkAbout1995 061 CC RESO1995 061 CC RESO(Ìì·{ RESOLUTION NO.95- 61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK IN SUPPORT OF A TIPPLER FEE AND TOBACCO TAX WHEREAS, Los Angeles County has experienced a general fund budget deficit in excess of one billion dollars for Fiscal Year 1995-1996 primarily due to reduced state and federal funding; and WHEREAS, the Los Angeles County Board of Supervisors was forced to cut general fund expenditures by nearly six hundred million dollars in order to balance the County budget; and WHEREAS, these budget cuts will result in the closure of all six comprehensive health centers, twenty-nine health clinics, and severe curtailments in other health, public safety, and other critical County services; and WHEREAS, the closure of health facilities will negatively impact the private health care delivery system and threaten the health of all County residents; and WHEREAS, the cutbacks in all County provided services and massive employee layoffs will slow the region's economic recovery and threaten the region's social and economic health; and WHEREAS, the County of Los Angeles must be allowed to develop an ongoing revenue source to fund critical health, public safety and other essential services for this and future fiscal years; and WHEREAS, state legislative proposals that would allow surcharges on on-site alcohol consumption and increase cigarettes taxes would produce annual revenue amounting to two hundred and fifty million dollars and over one hundred million dollars respectively; and WHEREAS, alcohol consumption and cigarette smoking results in substantial cost to County health and public safety programs, now born by an overburdened general fund; and WHEREAS, surveys have demonstrated nearly eighty percent public support for increased taxes upon cigarettes and alcohol; and WHEREAS, the State Legislature is currently meeting in an extra ordinary session to address solutions to the budget crisis in Los Angeles County; NOW, THEREFORE, BE IT RESOLVED that the City of Baldwin Park, in recognition of the critical need to restore and preserve essential County services, strongly urges the State Legislature and the Governor to enact AB 485, or other similar proposals that will grant the BIB] 37650-U01 1995-U02 061-U02 CC-U02 RESO-U02 LI3-U03 FO1126-U03 FO1366-U03 DO1393-U03 C6-U03 RESO-U03 10/10/2001-U04 ADMIN-U04 RESO-U05 95-61-U05 SEP-U05 6-U05 1995-U05 1995 061 CC RESO(Ìì·{ RESOLUTION NO. 95 61 Page Two Los Angeles County Board of Supervisors and County voters the ability to establish a Tippler Surcharge on on-site alcohol consumption, and also urge rapid adoption of forthcoming legislative proposals that grant counties the authority to increase the tax on cigarettes.
