HomeMy WebLinkAbout1996 040 CC RESO1996 040 CC RESO(퓦D RESOLUTION NO. 96-40 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ENDORSING PARTICIPATION IN THE EV CORRIDOR COMMUNITIES PROGRAM. WHEREAS, the City of Baldwin Park supports goals, policies and programs designed to protect and maintain air quality within the region and thereby improve the health and quality of life for residents and businesses in the city; WHEREAS, the City of Baldwin Park recognizes that the region currently exceeds State and Federal standards for maximum pollutant concentrations of ozone, carbon monoxide, nitrogen dioxide, particulate matter, and visibility; WHEREAS, the City of Baldwin Park recognizes that mobile sources of air pollution currently account for at least two thirds of the majority of air pollutants that are emitted within the San Gabriel Valley; WHEREAS, the City of Baldwin Park recognizes that the use of alternative energy sources, including alternative fueled vehicles, is a key step toward implementing a diversified strategy to improve the air quality of the region; WHEREAS, the City of Baldwin Park has the opportunity to encourage significant progress in the development of advanced transportation and clean air technologies; WHEREAS, the City of Baldwin Park's designation as EV Ready" and participation in the Electric Vehicle Corridor Communities Program" demonstrates the City's commitment toward improving air quality; NOW, THEREFORE, THE CITY OF BALDWIN PARK CITY COUNCIL DOES HEREBY RESOLVE, DETERMINE, AND FIND AS FOLLOWS: Section 1: That the City Council endorses the City's participation in the Electric Vehicles Corridor Communities Program sponsored by the South Coast Air Quality Management District; Section 2: That the City Council authorizes City staff to move forward in cooperatively applying for AQMD grants through the San Gabriel Valley Council of Governments with interested cities; Section 3: That the City Council acknowledges the City's adoption of State revisions made to the Uniform Building Code and National Electric Code as set forth in Ordinance No.1108: Section 4: That the City will demonstrate management commitment to streamlining the City's building permit process to allow for the installation of electric vehicle charging infrastructure within three working days of a submitted complete City application after the purchase or lease of an electric vehicle; Section 5: That the City Council will schedule formal consideration of a building ordinance revision to require a 3/4" raceway from the electrical service panel to an appropriate location for electric vehicle charging in all new residential garages no later than July 1997; Section 6: That the City commits to the installation of electric vehicle charging infrastructure and/or the purchase or lease of electric vehicles as deemed necessary to support the program and ensure the success of the Electric Vehicle Corridor Communities Program; BIB] 37650-U01 1996-U02 040-U02 CC-U02 RESO-U02 LI3-U03 FO1126-U03 FO1166-U03 DO1230-U03 C6-U03 RESO-U03 10/10/2001-U04 ADMIN-U04 RESO-U05 96-40-U05 JUN-U05 19-U05 1996-U05 1996 040 CC RESO(퓦DResolution No, 96-40 Page 2 Section 7: That the City Council will schedule formal consideration of a building code ordinance requiring that electric vehicle recharging capability be installed in new commercial or industrial development projects no later than July 1997; Section 8: That the City demonstrates commitment to pursuing actions that will ensure priority permit processing for electric vehicle charging infrastructure, including the review of building codes to remove obstacles; Section 9: That the City will coordinate with Southern California Edison or another electric utility to collect and provide performance data collection on electric vehicles; and Section 10: That the City will conduct a community outreach program to promote awareness of the benefits of alternative energy sources through press releases, newsletter, brochures and other print media as deemed necessary.
