HomeMy WebLinkAbout1996 057 CC RESO1996 057 CC RESO(Ì첬 RESOLUTION 96-57 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING THE DEPARTMENT OF RECREATION AND COMMUNITY SERVICES FOR THE GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT AT-RISK YOUTH RECREATION AND SERVICE FACILITIES COMPETITIVE GRANT PROGRAM FOR THE AT-RISK YOUTH AND FAMILY SERVICE CENTER WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree-Planting, Senior and Youth Recreation, Beaches and Wildlife Protection the Proposition), which, among other uses, provides funds to public agencies and nonprofit organizations in the County for the purpose of constructing and developing at- risk youth recreation and service facilities; and WHEREAS, the Proposition also created the Los Angeles County Regional Park and Open Space District the District) to administer said funds; and WHEREAS, Section 8.a.4. of the Proposition has allocated funds for the construction and development of at-risk youth recreation and service facilities through the District; and WHEREAS, the District has set forth the necessary procedures governing applications for grant funds under the Proposition; and WHEREAS, the Department of Recreation and Community Services certifies through this resolution that the application is approved for submission to the District; and WHEREAS, if the Department of Recreation and Community Services is selected for a grant award, it will be required to enter into a Project Agreement with the District for the performance of the project as described in the application. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DO HEREBY endorse and support the City's Los Angeles County Regional Park and Open District At- Risk Youth Recreation and Service Facilities Competitive Grant Application for At-Risk Youth and Family Service Center. SECTION 1. Approves the filing of an individual application with the Los Angeles County Regional Park and Open Space District for funds allocated under Section 8.a.4 of the Proposition for At-Risk Youth and Family Service Center project; and SECTION 2. Certifies that the City of Baldwin Park understands that it will be required to provide additional funding for the At-Risk Youth and Family Service Center project; and SECTION 3. Certifies that the City of Baldwin Park understands its obligation to operate and maintain the properties in perpetuity; and SECTION 4. Certifies that the City of Baldwin Park will cause work on the project to be commenced within 180 days after receipt of a fully executed agreement; and SECTION 6. Certifies that the City or Baldwin Park agrees and understands that the District may terminate the project agreement at any point if it determines that the project cannot be performed as described in the application; and SECTION 7. Authorizes the Director of Recreation and Community Services as agent of the City of Baldwin Park to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments payment requests and so forth, which may be necessary for the completion of the project as described in the application.
