HomeMy WebLinkAbout1996 088 CC RESO1996 088 CC RESO(ÌìµÚ RESOLUTION NO.96-88 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK IN OPPOSITION TO PROPOSITION 209 Constitutional Amendment eliminating equal opportunity affirmative action programs. WHEREAS, gender and race discrimination do exist in employment, education, housing and contracting. Discrimination based on race, ethnicity, and gender is part of the history of the United States and continues to exist; and WHEREAS, affirmative action takes positive steps to remedy discrimination and to expand opportunities for individuals who have suffered and continue to suffer discrimination. Equal opportunity affirmative action program such as outreach, tutoring, recruitment, counseling and mentoring provide a strong foundation on which to build a more diverse workforce; and WHEREAS, Proposition 209 will dismantle and prohibit the implementation of all voluntary equal opportunity affirmative action programs in state and local employment, contracting, and education; and WHEREAS, Proposition 209 will eliminate efforts to ensure that women-owned and minority-owned businesses have equal access and participation in the awarding of billions of dollars of state, county, and city contracts; and WHEREAS, Proposition 209 will prohibit state colleges and universities from using recruitment and admission policies that strive to achieve diversity in their student populations and ensure equal access for women and minorities into schools of higher learning; and WHEREAS, Proposition 209 promotes an atmosphere of racial divisiveness and will increase the possibility of litigation against state and local entities resulting from their forced elimination of policies that strive to achieve inclusion for all groups. NOW, THEREFORE, BE IT RESOLVED, that the City of Baldwin Park, California, affirms its commitment to affirmative action by opposing efforts, such as Proposition 209, to eliminate affirmative action programs. THEREFORE BE IT ALSO RESOLVED, that the City of Baldwin Park, California, vehemently opposes Proposition 209 the so called California Civil Rights Initiative' APPROVED AND ADOPTED this 16th day of October, 1996.
