A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BALDWIN PARK IN SUPPORT OF STATE WELFARE
REFORM LEGISLATION
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES HEREBY RESOLVE AS FOLLOWS:
WHEREAS, the Personal Responsibility and Work Opportunity Reconciliation Act was signed into law
on August 22,1996: and
WHEREAS, irnplementation of this federal legislation will have a profound impact on the residents of
Los Angeles County; and
WHEREAS, the State Legislature and the Governor have wide-ranging discretion to determine how
California will implement this legislation:
NOW, Therefore, BE IT RESOLVED that the City Council of the City of Baldwin Park urges the
Slate Legislature and the Governor to enact welfare reform legislation which Is responsive to the needs of the
residents of Los Angeles County and incorporates the following basic principles:
1. Create a state-funded:led safety net for elderly/disabled legal Immigrants who lose Supplemental
Security income/State Supplementary Payments SSI/SSP).
2. Maintain the current level of state funding In the welfare system.
3. Establish a statewide General Assistance program which Includes state funding and slate-
determined benefit levels and eligibility criteria.
4. Ensure that any work requirements or time limits In the State's Temporary Assistance for
Needy families TANF) program truly promote self-sufficiency through employment by taking
Into account unemployment rates, Job opportunities, disabilities, and the availability and
funding of child care, training and other necessary services.
5. De-link eligibility for In-Home Supportive Services IHSS) from SSI/SSP eligibility so that
elderly and disabled legal Immigrants who lose SSI/SSP will not also lose IHSS.
PASSED, APPROVED AND ADOPTED this 2nd day of April 1997.
