HomeMy WebLinkAbout1997 026 CC RESO1997 026 CC RESO(Ì쳤 RESOLUTION NO. 97-26 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING A TRANSFER OF THE TITLE AND PARCEL OF LAND LOCATED AT 14337 MERCED AVENUE TO THE REDEVELOPMENT AGENCY AND MAKING CERTAIN FINDINGS Herewith. WHEREAS, the City Council of the City of Baldwin Park purchased a piece of property located at 14337 Merced Avenue Site") from the Los Angeles County Flood Control District prior to 1981 for under market value; and WHEREAS, the City acquired the Site from the Los Angeles County Flood Control District with revenues to promote affordable housing; and WHEREAS, the City has determined that the Site has an approximate value of seventy- five thousand and 00/100 $75,000) dollars; and WHEREAS, the City's intent for using the Site has been to provide low and moderate income housing units; and WHEREAS, the City hereby desires to transfer the Site to the Redevelopment Agency to further the purpose of providing low and moderate income housing units; and WHEREAS, the Redevelopment Agency Agency"), has removed approximately 140 dwelling units as part of redevelopment project activities and the Agency is obligated to provide replacement housing for those removed dwelling units; and WHEREAS, at a public hearing with the City on the transfer of said Site from the City to the Agency, it was determined that the transfer of the Site will advance the goals of the Agency to provide replacement housing; and WHEREAS, after the Site is transferred from the City, the Agency will convey the Site to D.C. Corporation; and WHEREAS, D.C. Corporation and the Agency have entered into a Disposition and Development Agreement incorporate the Site into the overall project proposal consisting of nineteen 19) single-family residences, of which, eight 8) residences will be reserved for low to moderate income families; and WHEREAS, D.C. Corporation is proposing to construct nineteen 19) single-family residences, the eight 8) low to moderate residences will be sold for approximately $150,000.00 dollars each and the remaining eleven 11) residences will be sold at market rate for approximately $180,000.00 dollars each which will have a total value of approximately three 3) million dollars, and WHEREAS, the project proposal, consisting of nineteen 19) single family residences, of which, eight 8) residences will be made affordable to low to moderate income families, a three 3) million dollar investment will be made into the community; and WHEREAS, the project proposal will provide new property tax revenues to the City and will eliminate a blighted" condition currently existing on the Site; and BIB] 37650-U01 1997-U02 026-U02 CC-U02 RESO-U02 LI3-U03 FO1126-U03 FO1275-U03 DO1336-U03 C6-U03 RESO-U03 10/10/2001-U04 ADMIN-U04 RESO-U05 97-26-U05 MAY-U05 7-U05 1997-U05 1997 026 CC RESO(Ì쳤 Resolution No 97-26 Page 2 of 3 WHEREAS, all actions required by all applicable law with respect to the proposed Agreement have been taken in an appropriate and timely manner; and WHEREAS, the City Council has duly considered all terms and conditions of the proposed transfer and believes that the conveyance of the site to the Agency is in the best interest of the City of Baldwin Park, the health, safety and welfare of its residents, and in accord with the public purposes and provisions of applicable state and local laws and requirements. NOW, THEREFORE, BE IT RESOLVED by the City Council as follows: Section 1. The City hereby finds and determines that the transfer of the Site will eliminate a blighted' condition by incorporating the Site into a single family residential subdivision consisting of nineteen 19) residences, of which, eight 8) residences will be made affordable to low and moderate income families. Section 2. The City hereby determines that the value of said Site is approximately seventy-five thousand and 00/100 $75,000) dollars. Section 3. The City hereby transfers the Site to the Redevelopment Agency. The Mayor is hereby authorized and directed to execute the transfer on behalf of the City, and the City Clerk is authorized and directed to attest thereto. Section 4. The Secretary shall certify to the passage and adoption of this Resolution, and it shall there upon take effect and be in full force.
