HomeMy WebLinkAbout2002 043 CC RESO2002 043 CC RESO;¢f4¢ðRESOLUTION NO. 2002-043 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK REQUESTING THE STATE OF CALIFORNIA RELOCATE THE CALIFORNIA DEPARTMENT OF CORRECTIONS PAROLE OFFICE LOCATED AT 1837 W. BADILLO STREET IN WEST COVINA. WHEREAS, the Baldwin Park City Council adopted Resolution 2002-015 opposing the proposed expansion of the Department of Corrections Parole Office located at 1837 W. Badillo Street. West Covina; and WHEREAS, a tetter dated March 25. 2002, indicates that the State Department of Corrections has agreed to not expand the parole office located at 1837 W. Badillo Street, West Covina and is willing to consider relocating the parole office to a more appropriate location; and WHEREAS, a State parolee is an individual with a criminal history, including behavior that poses a threat to the general public; and WHEREAS, parolees must travel through Baldwin Park and are likely to loiter in and around the neighborhood of the office; and WHEREAS, the parole office is located in a highly urbanized, residential area with hundreds of residents living in close proximity and near several businesses; and WHEREAS, the current parole office is a continuing source of unmitigatable concern for public safety, as well as psychological and emotional distress, for all that live. work, recreate, and attend school in the surrounding urbanized areas; and WHEREAS, because the parole office is located in an urbanized land use environment and the current location of the parole office is completely incompatible with the surrounding uses, such as the residential properties, Baldwin Park High School, a day care center, a planned teen center, and a planned skate park; and WHEREAS, the State Department of Corrections has set an internal policy to prevent the location of parote offices by schools, and is defying their own policy in allowing the current parote office to be located near Baldwin Park High School; and BIB] 37641-U01 2002-U02 043-U02 CC-U02 RESO-U02 LI3-U03 FO8417-U03 FO8678-U03 DO9036-U03 C6-U03 RESO-U03 1/20/2003-U04 ROBIN-U04 2002 043 CC RESO;¢f4¢ðResolution No. 2002-043 Page 2 WHEREAS, the City of Baldwin Park will work in close concert with neighboring cities West Covina. Covina. and Irwindate). the County of Los Angeles. Baldwin Park Unifies School District. State elected officials, Congressional elected officials, other public agencies/institutions, and community individuals and organizations to relocate the parole office. NOW. THEREFORE. BE IT RESOLVED that the City Council of the City 5f Baldwin Park odes hereby resolve as follows: SECTION 1. The City Council strongly desires to relocate the State Parole Office located at 1837 W. Badillo Street. West Covina; and SECTION 2. The City Council finds that. because the parole office is located in an urbanized land use environment, the expansion of said office is completely incompatible with the surrounding uses, such as the residential properties. Baldwin Park High School, a day care center, a planned teen center, and a planned skate park; and SECTION 3. The City Council will work with neighboring cities, school districts, residents and the State Department of Corrections to identify a more appropriate location for the parole office; and SECTION 4. The City Council does hereby direct that copies of this resolution be sent to the California Governor. Speaker of the Assembly. President Pro Tern of the Senate, all State Assembly Members, all State Senators, Congresswoman Solis, Members of the Los Angeles County Board of Supervisors, all relevant State Departments, the cities of Arcadia. Bradbury, Covina, Irwindate, La Puente, Monrovia, Sierra Madre, West Covina, the school districts of Baldwin Park, Bassett, Covina. Hacienda La Puente, Rowland. Walnut, West Covina, the Hadenda Heights Improvement Association, and the media print, television, radio. CATV, electronic data and others); and SECTION 5. The City Clerk shall certify to the adoption of this resolution and shall forward a copy of the adopted resolution in the manner set forth above. PASSED, ADOPTED. AND APPROVED this day of May 2002.
