HomeMy WebLinkAbout2002 091 CC RESO2002 091 CC RESO;¢f4©RESOLUTION NO. 2002-091 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK URGING IMMEDIATE FEDERAL AND STATE GOVERNMENT INTERVENTION IN THE CLOSURE OF LOS ANGELES COUNTY HEALTH CARE CENTERS WHEREAS, the lives of millions are in jeopardy as federal, state and local agencies reduce funding and cut hearth care services; and WHEREAS, the rate of uninsured children in Los Angeles County is 28% higher and uninsured adults is 31% higher than comparable rates for children and adults for the State of California; and WHEREAS, the County of Los Angeles represents a total of 37% of the State of California's uninsured. It is estimated that there are about 2.2 million uninsured residents in the County of Los Angeles; and WHEREAS, the overwhelming majority of uninsured residents are heavily dependent upon Los Angeles County health care facilities for their treatment and care; and WHEREAS, the Los Angeles County Department of Health Service serves 600.000 uninsured patients annually; and WHEREAS, the Los Angeles County Department of Health Care Services is facing the most significant budget deficft in its history. WHEREAS, the Los Angeles County Board of Supervisors recently voted unanimously to approve a plan that will fundamentally restructure the health care delivery system; and WHEREAS, the Los Angeles County Department of Health Services plans to close health care centers located in the cities of Alhambra, Azusa, Norwalk and Pico Rivera; and WHEREAS, the closure of the health centers poses an increased risk to the health, safety and welfare of the County of Los Angeles; and WHEREAS, with the closure of the health care centers, the remaining county facilities will experience a sharp increase in demand which will further burden these facilities' already depleted resources. As a result, many of our uninsured residents of Los Angeles County will either be denied medical care or wait much longer for services forcing many individuals to forgo medical care until they are acutely ill; and BIB] 37643-U01 2002-U02 091-U02 CC-U02 RESO-U02 LI3-U03 FO8417-U03 FO8678-U03 DO9106-U03 C6-U03 RESO-U03 1/21/2003-U04 ROBIN-U04 2002 091 CC RESO;¢f4©Resolution No. 2002-091 Page 2 WHEREAS, without intervention by the Federal government, Governor, State Legislature, and local agencies, millions of our fellow Califomians will face a dramatic decrease in health services in the near future, causing an adverse impact on the health, safety and welfare of California, not to mention, the Nation. NOW, THEREFORE, the City Council of the City of Baldwin Park does hereby resolve as follows: SECTION 1. The City Council of the City of Baldwin Park urges the Federal government, Governor. State Legislative, and all local governments to prevent the deterioration of the County of Los Angeles* medical facilities through immediate intervention and reform actions. SECTION 2. Upon adoption of this resolution, the City of Baldwin Park shall forward ft to neighboring municipalities and ask that they adopt this resolution as a sign of proactive solidarity. SECTION 3. The City of Baldwin Park will join a fact-finding mission with other municipalities to investigate the effects of the health care center closures should the Federal. State, or County government require any support. SECTION 4. This Resolution shall take effect upon adoption. The City Clerk shall certify to adoption of this Resolution. PASSED.
