A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK ANNOUNCING ITS INTENT TO
DISSOLVE THE MID SAN GABRIEL VALLEY
CONSORTIUM OR IN THE ALTERNATIVE TO WITHDRAW
AS A MEMBER OF THE MID SAN GABRIEL
VALLEYCONSORTIUM
WHEREAS, the cities of Baldwin Park, Bradbury, El Monte, and South El Monte
established a joint powers authority called the Mid San Gabriel Valley Consortium on
February 9.1994; and
WHEREAS, the purpose of the Mid San Gabriel Valley Consortium is to provide
and deliver programs for job training, economic development, and human services; and
WHEREAS, on or about November 15, 2002. the Community and Senior
Services of Los Angeles County served a notice of termination upon the Mid San
Gabriel Valley Consortium which terminated certain funding contracts between the
County of Los Angeles and the Mid San Gabriel Valley Consortium effective November
30,2002; and
WHEREAS, the terminated contracts provided key funding for the Job training
programs of Mid San Gabriel Valley Consortium; and
WHEREAS, the County of Los Angeles discovered the following in its
investigations: i) services claimed were not provided, ii) clients were served at
unapproved sites, and iii) clients were dissatisfied with services provided or with the
lack of services provided; and
WHEREAS, the Auditor Controller's Office of the County of Los Angeles
attempted to conduct a financial viability review of the Mid San Gabriel Valley
Consortium and was unable to determine the status of the agency's viability due to the
following conditions that impact the agency's ability to continue operations: i) the Mid
San Gabriel Valley Consortium's accounting records did not accurately reflect all of its
financial activity, ii) the Mid San Gabriel Valley Consortium was not submitting claims
for funding in timely manner, iii) the fiscal unit of the Mid San Gabriel Valley Consortium
did not maintain sufficient internal controls; and
WHEREAS, the Baldwin Park City Council and its Board Member
Representatives to the Mid San Gabriel Valley Consortium are seriously concerned and
dismayed over an estimated one mitlion dollars in misplaced funds by mismanagement;
and
WHEREAS, the Baldwin Park City Council desires immediately to dissolve the
Mid San Gabriel Valley Consortium or in the alternative withdraw completely as a
member of the Mid San Gabriel Valley Consortium.

NOW. THEREFORE. BE IT RESOLVED that the City Council of the City of
Baldwin Park does hereby resolve as follows:
SECTION 1. Pursuant to Article V. Term: Disposition of Assets. Paragraph 1 of
the Second Amended Joint Exercise of Powers Agreement dated February 9,1994, the
Baldwin Park City Council directs its Board Member Representatives on the Mid San
Gabriel Valley Consortium to move to dissolve the Mid San Gabriel Valley Consortium.
SECTION 2. In the event that the City of South El Monte does not vote to
dissolve the Mid San Gabriel Valley Consortium by January 31. 2003. this resolution
shall serve as the City of Baldwin Park's notice of intent to withdraw as a member of the
Mid San Gabriel Valley Consortium pursuant to Article V Term: Disposition of Assets.
Paragraph 3 Terminations, of the Second Amended Joint Exercise of Powers
Agreement dated February 9,1994.
SECTION 3. The City Clerk shall certify the adoption of this resolution and shall
cause this resolution and certification to be filed in the Office of the City Clerk.
SECTION 4. This Resolution shall take effect upon adoption. The City Clerk
shati certify to adoption of this Resolution.
PASSED. ADOPTED, AND APPROVED on this 18th day of December 2002.
