HomeMy WebLinkAbout2003 023 CC RESO2003 023 CC RESO(Ì슞RESOLUTION NO. 2003-023 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, DECLARING ITS SUPPORT OF SB5X/SB108 ALCOHOL-RELATED EMERGENCY SERVICES REIMBURSEMENT FIVE FOR LIFE" WHEREAS, California's has lost 60 emergency rooms since 1990, and 15 trauma centers since 1980; and WHEREAS, in Los Angeles, over the past twenty years, on average, one hospital emergency room has closed per year and 11 trauma centers have closed; and WHEREAS, according to the National Highway Traffic Safety Administration, alcohol is a factor in 32% of California vehicle collisions; and WHEREAS, approximately one third of all injuries treated in emergency rooms and trauma centers in California are the result of alcohol related traffic accidents; and WHEREAS, Five for Life" places a 5-cent fee per drink at the wholesale level on distilled spirits, beer, and table wine sold in California; and WHEREAS, the funds collected under this measure will be placed in a trust fund within the California Department of Health Services DHS); and WHEREAS, the collection of a nickel per serving alcoholic beverages) from distributors is likely to generate $700 million per year; and WHEREAS, all revenue collected would be allocated, dollar-for-dollar, to emergency departments, trauma centers, first-responders such a paramedics and emergency transport for alcohol related incidents. NOW, therefore, be it resolved that the City Council of the City of Baldwin Park does hereby support the passage of SB5X/SB108 and urges the State Legislature to vote in support of the legislation.
