A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK APPROVING AND ADOPTING THE
MITIGATED NEGATIVE DECLARATION OF
ENVIRONMENTAL IMPACT FOR A SPECIFIC PLAN,
DEVELOPMENT PLAN AND ZONE CHANGE TO ADD A
SPECIFIC PLAN OVERLAY, WHICH WILL ALLOW FOR
THE DEVELOPMENT OF RETAIL COMMERCIAL CENTER
WITH A RESIDENTIAL COMPONENT ON THE
PROPERTY LOCATED AT 13912-40 MERCED AVE., 3637
BALDWIN PARK BLVD. AND 13821-25 KENMORE
AVENUE APPLICANT: VICTORIA CHADBOURNE; CASE
NO. SP 06-01, DR-35 & Z-551).
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Baldwin Park does hereby find,
determine, and declare as follows:
a) That an application Application") for a Specific Plan,
Development Plan and Zone Change Speck Plan Overlay) was
submitted on behalf of the owner of certain real property, located at
13912-13940 Merced Avenue, 3637 Baldwin Park Blvd., and 13821-25
Kenmore Avenue in the City of Baldwin Park, described more particularly
in the Application on file with the City Planner; and
b) That the Application was sought to allow the approval of a
Specific Plan, Development Plan and Speck Plan Overlay, which would
allow for the development of a retail commercial center with a residential
component 12 townhomes/condominiums); and
c) That a duly noticed public hearing was held on said matter
by the Planning Commission, and based upon evidence presented
including applicable staff reports and each member of the Commission
being familiar with the property, the Planning Commission determined that
the facts as required by the Baldwin Park Municipal Code for the granting
of such Application are present and recommended approval of the
Mitigated Negative Declaration of Environmental Impact for the project.
SECTION 2. The City Council reviewed and considered the Mitigated Negative
Declaration of Environmental Impact and determined that the proposed Specific,
Development Plan and Zone Change will not have a significant impact on the
environment. The City Council therefore approves and issues the Mitigated Negative
Declaration of Environmental Impact for Cases SP 06-01, DR-35 & Z- 551.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution and
forward a copy hereof to the Secretary of the Planning Commission.
