A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN
PARK, CALIFORNIA, CERTIFYING SECTIONS 3, 4, 6, and 7 OF THE
CITY'S SEWER SYSTEM MANAGEMENT PLAN SSMP)
WHEREAS, the City Council recognizes the importance of the developing and
implementing a Sewer System Management Plan SSMP) to properly manage, operate,
and maintain all parts of its wastewater collection system in order to prevent and reduce
sewer spills; and
WHEREAS, the City Council acknowledges that on May 2, 2006, the State Water
Resources Control Board SWRCB) adopted the Statewide General Waste Discharge
Requirements and the Monitoring and Reporting Program WDR) which requires that all
owners and operators of sanitary sewer collection systems over one mile in length
develop and implement a SSMP; and
WHEREAS, the City Council for the sake of consistency across all agencies in
the State, directs development of the SSMP based on the following elements:
1. Goals
2. Organization
3. Legal Authority
4. Operation and Maintenance Program
5. Design and Construction Standards
6. Overflow Emergency Response Plan
7. Fats, Oils, and Grease FOG) Control Program
8. System Evaluation and Capacity Management
9. Monitoring, Measurement, and Program Modifications
10. SSMP Program Audits
11. Communication
WHEREAS, the City Council on October 17, 2007, certified SSMP Sections 1
and 2 which adopts certain goals and an organization, including an implementation
schedule, for the SSMP development as required by the State mandate; and
WHEREAS, the City Council desires to continue development of the SSMP by
certifying Sections 3, 4, 6, and 7;
WHEREAS, the provisions of the Los Angeles County Code Title 20 Utilities
Division 2 Sanitary Sewers and Industrial Waste" with amendments as shown in
Baldwin Park Municipal Code BPMC) title V. Chapters 51 and 52 satisfy SSMP
requirements for certification.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the above recitals are all true, correct, and are hereby
incorporated herein.
SECTION 2. That the adoption of this resolution certifies SSMP Sections 3, 4, 6,
and 7, and orders the Director of Public Works to make available to the State said
sections for review and verification of SSMP development.
SECTION 3. That the Director of Public Works is hereby ordered to continue the
development of the SSMP as required by the State Water Resources Control Board
SWRCB) and the adopted Statewide General Waste Discharge Requirements and the
Monitoring and Reporting Program WDR).
