HomeMy WebLinkAbout2009 020 CC RESO2009 020 CC RESOHÄ—@¸— 3ÑXþRESOLUTION NO. 2009-020 A RESOLUTION CITY COUNCIL OF THE CITY OF BALDWIN PARK APPROVING AN APPLICATION FOR FUNDING AND THE EXECUTION OF A GRANT AGREEMENT AND ANY AMENDMENTS THERETO FROM THE STATE OF CALIFORNIA NEIGHBORHOOD STABILIZATION PROGRAM NSP) WHEREAS, the City Council of the City of Baldwin Park is the lead agency for applying for NSP funding in conjunction with the City of El Monte; WHEREAS, the City Council has reviewed an application for that funding; WHEREAS, the City Council has determined federal Citizen Participation requirements were met during the development of that application NOW, THEREFORE, the City Council of the City of Baldwin Park DOES HEREBY RESOLVE, as follows: SECTION 1. Based upon all the foregoing recitations and determinations, the City Council hereby approves the application and its contents) for up to One Million Five Hundred Ninety-three Thousand Three Hundred Sixty Eight Dollars $1,593,368) for the following activities: Foreclosed Homes/Residential Properties The City intends to acquire, rehabilitate and sale foreclosed or abandoned homes within the designated target area to families with incomes at or below 120% of the Area Median Income.111 If any additional NSP funding becomes available at a later date, the City Council authorizes the filing of an application for and acceptance of funding up to an additional Nine Hundred Seventy Thousand Two Hundred Twenty-six Dollars $970,226). Any additional NSP funding will be used in accordance with funding requirements established by the State of California Neighborhood Stabilization Program. SECTION 2. Based upon all the foregoing recitations and determinations, the City hereby authorizes submittal of a joint application in collaboration with the cities of Baldwin Park and El Monte. SECTION 3. The Chief Executive Officer CEO) of the City of Baldwin Park is hereby authorized and directed to act on the City's behalf in all matters pertaining to this application. Target areas in priority order are: 4050.02; 4052.01; and 4047.01. A map depicting the priority areas in include with the Neighborhood Stabilization Program Application. If the application is approved, then the CEO is authorized to enter into and sign the grant agreement, and any subsequent amendments thereto, with the State of California for the purposes of this grant. SECTION 5. If the application is approved and the grant agreement and subsequent amendments thereto, if any, are signed by the CEO, then the CEO or the Community Development Manager is authorized to sign Funds Requests and other required reporting forms.
