A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK AUTHORIZING STAFF TO SIGN A
CONTRACT WITH THE LOS ANGELES COUNTY
DEPARTMENT OF PUBLIC HEALTH UPON RECEIPT OF
A RENEW" GRANT FROM THAT AGENCY FOR THE
DEVELOPMENT AND IMPLEMENTATION OF EVIDENCE-
BASED POLICY, SYSTEMS AND ENVIRONMENTAL
CHANGE STRATEGIES
WHEREAS, by actively pursuing policy changes to create healthier communities,
the City of Baldwin Park the City") is currently engaged in improving the health of its
residents through access to physical activity and healthy foods; and
WHEREAS, the City applied for and was awarded a grant from the Los Angeles
County Department of Public Health DPH") through the ARRA funded Renewing
Environments for Nutrition, Exercise and Wellness RENEW") Initiative; and
WHEREAS, the City wants to ensure good access and transportation is available
to all residents of the community and wishes to create an environment where children
and youth can make good eating and physical activity choices; and
WHEREAS, the City has received $240,000 in grant funds for staff time,
including one full-time initiative coordinator and other administrative costs, to implement
the Initiative Project"); and
WHEREAS, a first component of the Project is to implement the goal of
completing a Complete Streets" ordinance and action plan to ensure improved access
and transportation for all residents; and
WHEREAS, a second component of the Project is to develop a partner action
plan with the Baldwin Park Unified School District BPUSD) to facilitate a pilot after-
school physical activity/education program in one 1) middle school in Baldwin Park;
and
WHEREAS, a third component of the Project is to sustain the efforts of the
cornerstore conversion program through institutionalizing the Healthy Selection"
Program; and
WHEREAS, authorization is now being requested to accept and administer the
grant funds and execute the agreement between the City and the Los Angeles County
Department of Public Health;
NOW, THEREFORE, the City Council of the City of Baldwin Park does hereby
resolve as follows:
SECTION 1. The City Council of the City of Baldwin Park endorses the RENEW
Project.

SECTION 2. The Chief Executive Officer, or designee, is authorized and
empowered to conduct all negotiations, execution and submittal of all documents
required by DPH, which may be necessary form the implementation and completion of
the project.
SECTION 3. The City will dedicate at least one 1) full-time equivalent staff
person to serve as the initiative coordinator for this Project.
SECTION 4. The Chief Executive Officer, or designee, is authorized, for and on
behalf of the City, to accept, appropriate, expend, and administer the grant funds, in
accordance with the terms and conditions set forth in the approved grant for the Project.
SECTION 5. The City Clerk shall certify to the adoption of this ordinance and
shall cause a copy of the same to be published in a manner prescribed by law.
