Mayor Lozano opened the public hearing for those wishing to speak in favor or opposition. FAVOR: Thomas Cary Jorge Pivaral OPPOSITION: NONE Seeing no further interest, the public hearing was closed. Council member Pacheco spoke about the importance of the installation of these stop signs, requested that areas with high traffic and near schools be prioritized; Mayor Pro Tern Monica Garcia congratulated and thanked staff for prioritizing this project. She asked that the residents in the immediate areas be contacted so that they can take credit for this joint accomplishment; Council member Bejarano thanked staff, noting that constitutents have brought this problem to his attention. Requested that staff be vigilant about traffic situations in the city, noting that the 4 -way stop at Merced and Big Dalton may need to be patrolled because drivers had been running the sign. At the meeting of August 19, 2009, Mayor Pro Tern Monica Garcia requested that Council consider adopting a resolution condemning the ongoing violence against women in Ciudad Juarez and to express support for the families of recently abducted teenage women. DISCUSSION The Mexican border cities of Ciudad Juarez and Chihuahua City have been plagued with the abduction, sexual assault, and brutal murders of more than 400 young women since 1993. On May 2, 2006, the U.S. House of Representatives passed H. Con. Resolution 90 by voice vote. This resolution condemns the ongoing abduction and murders of young women in Ciudad Juarez and the city of Chihuahua in the state of Chihuahua, Mexico, expresses condolences and sympathy to the families of the victims, and proposed a set of actions to investigate and prevent the crimes. On April 6, 2006, the Baldwin Park City Council sent a letter to Congressional Representatives urging their "yes" vote on the passage of H. Con. Res. 90, which condemned violence against women in Ciudad Juarez. In recent months there has been a resurgence of violence against women resulting in the kidnappings of many teenagers and women. The City Council of the City of Baldwin Park is gravely concerned about this situation and wishes to express its support for these women and their families.
