WARRANTS AND DEMANDS Staff recommends City Council receive and file. 2. PROPOSED RECOGNITIONS BY THE MAYOR AND CITY COUNCIL FOR THE PERIOD OF NOVEMBER 19, 2008 THROUGH DECEMBER 2, 2008 Staff recommends City Council approve the preparation and presentation of the plaques, certificates and proclamations as outlined in the report. CLAIM REJECTIONS Staff recommends City Council reject the claims of Julian Cardenas, Marissa Carrillo, Misty Salinas, Ricardo Gonzalez and Clemente Coronado and direct staff to send the appropriate notices of rejection to the claimants. 5. Blazenski, Interim Finance Director DATE: December 03, 2008 SUBJECT: Warrants and Demands PURPOSE: The purpose of this report is for the City Council to allow the payment of Warrants and Demands against the City of Baldwin Park. BACKGROUND and DISCUSSION: The Finance Department has recently converted to a new financial system. The Claims and Demands report format has been modified and continues to report the required information in accordance with the Government Code. The payroll of the City of Baldwin Park consisting of check numbers 179978 - 180077 Inclusive, voids: 179978, 179980, 179996. Additionally, Automatic Clearing House (ACH) Payroll deposits were made on behalf of City Employees from control numbers 017004 — 017257 for the period of November 02, 2008 through November 15, 2008 inclusive, have been presented and hereby ratified, in the amount of $431,675.03. General Warrants, including check numbers 172129 to 172194 inclusive, in the total amount of $133,801.84 constituting claims and demands against the City of Baldwin Park, are herewith presented to the City Council as required by law, and the same hereby ratified. Pursuant to Section 37208 of the Government Code, the Chief Executive Officer or designee does hereby certify to the accuracy of the demands hereinafter referred to and to the availability of funds for payment thereof. PUBLIC COMMUNICATIONS Thomas Carey, resident commented about current financial issues in the country and other issues. Margaret Salonisen, resident announced the upcoming Baldwin Park Women's Club Bazaar and invited the Council and the public to attend. On behalf of the Chamber of Commerce, she announced their upcoming toy drive Cruz Baca Sembello, resident commented about the announcement regarding the proposed redevelopment project. She stated that the residents were working on a plan and expressed her desire to work with the Council. Greg Tuttle, business owner served recall papers on Council members Marlen Garcia, Monica Garcia and Mayor Pro Tern Bejarano. He commented on past statements made by the Council regarding his leaving meetings early. Inquired about what will happen with the funds Bisno Development has already invested in the city. Also commented on the filing against the city from CARA. Andrew Morales Miramontes, resident commented about the announcement regarding the proposed redevelopment project and expressed his continued support of it Magda Torrellas, resident commented about the announcement regarding the proposed downtown redevelopment and thanked Bisno Development for the contributions they made to the community. Ricardo Monroy & John Declercq, Bisno Development read a statement regarding the proposed downtown redevelopment project. They thanked the Council, staff and residents for the work that they had done. Fidel Vargas, resident thanked Public Works Director Galvez for responding to a recent request he had made regarding a traffic signal. He further thanked Bisno Development for the contributions they made to the community Andrea Valenzuela, resident/BPHS student expressed her support of Bisno Development and the proposed downtown redevelopment project Public Communications were closed at 7:43 p.m. Page 2 of 6 Council member Pacheco commented about the community involvement with the proposed downtown project and expressed the importance of the residents and the Council working together. This provides the community and Council to start with a clean slate. He further thanked Bisno Development for their contributions to the community. Council member Marlen Garcia commented about Bisno Development's suspension of the proposed downtown project. She spoke about the effects of the current financial difficulties and how not only are businesses effected but families as well. Stated that the Council was building a community for the future of Baldwin Park and the project was paused, not completely stopped. She further thanked Bob Bisno and Bisno Development for their investment in the city. Mayor Pro Tern Bejarano thanked Bob Bisno and his team for being true corporate citizens and their participation at many community event. He commented about the current economic situation and how it is effecting everyone. He expressed pride with the Council's actions taken on the project and encouraged those in the community to seek resolutions to the economic issues and put it in a positive message to improve the city. Council member Monica Garcia acknowledged the efforts of Bob Bisno and his team and thanked them for encouraging the council to look at possibilities, not limitations for the community. The city will be stronger based on this experience, for the next round. She also acknowledged the Mayor and Council for putting themselves out there in support of the project. She encouraged the community to have hope. Mayor Lozano thanked Bob Bisno and his staff. He commented about the past redevelopment projects that have been a part of the city. He spoke about the energy and excitement that the youth have for change and opportunity in their city. He further addressed the comments of speaker Tuttle. Council member Monica Garcia responded to comments made regarding the spending of taxpayer money and stated that at the end of the fiscal year, Baldwin Park had a surplus, not a deficit. He deferred discussion on his second item (speed bumps) to January. Request by Council member Monica Garcia and Mayor Pro Tern Bejarano for discussion on the following: Request for discussion and direction to staff to bring forward a staff report for appointment of an ad -hoc Council committee to promote greater economic opportunities for Baldwin Park youth and residents, through workforce, higher education and career development programs Council member Monica Garcia commented on the request item, stating that it would be an "umbrella" committee that would report back to the Council on its findings and recommendations. She provided some examples of programs and opportunities. Mayor Pro Tem Bejarano commented on the positive impacts that this type of committee would have and the benefits that it could potentially bring to the community and businesses. Stated that youth are the city's greatest asset. Council member Pacheco stated that a past committee also involved the school district and requested that it be incorporated into this committee. He also requested that they involve the adult school in this program. It was further requested that staff bring back a report on what the prior committee did and revamp that. He wished Mayor Pro Tern Bejarano and Council member Page 5 of 6 Moncia Garcia success with the committee. Council member Monica Garcia stated that they would report on a regular basis. Council member Pacheco commended her for her efforts. Council member Marlon Garcia expressed her support of the committee. She announced an award that the city received regarding these types of programs and thanked Director Carrillo for he and his staff's efforts with these program. She further acknowledged the school district and Los Angeles Universal Preschool for the opening of new pre - schools in the city. Council member Marlon Garcia also spoke about the collaboration between the city and, other agencies for the point of dispense (POD) event at Sierra Vista High School and thanked all that participated. She acknowledged Baldwin Park Police Captain Mike Taylor and Lt. Joe Cowan for their participation.
