City Council Special Meeting Agenda — March S, 2007 ,%/%%�/� M 1� L TO: Honorable (Mayor and Members of the City C un FROM: Vijay Singhal, Chief Executive Officer DATE: March 8, 2007 SUBJECT: 10606 Project Update PURPOSE To provide the City Council an update on the 101605 Interchange project BACKGROUND AND DISCUSSION The Infrastructure Fonda The Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006, approved by the voters as Proposition 1 B on November 7, 2006, includes a program of funding from $4.5 billion to be deposited in the Corridor Mobility Improvement Account (CMIA ). The California Transportation Commission (CTC) solicited project recommendations from California Department of Transportation (Caltrans) and other regional agencies. 10 -605 Intercan a Project City of Baldwin Park along with other cities in the San Gabriel Valley lobbied for 10/605 Interchange project. This project is more than 22 years overdue for an upgrade, has an accident rate that is 4 -times the State average and causes significant pollution and health risks for the surrounding communities. The traffic jam at the interchange causes motorists to use our local streets as a detour causing accidents including fatalities. MTA Board and local Caltrans office nominated the project for CMIA funding but Caltrans in Sacramento removed the project from the recommended list. CTC staff analyzed the various nominations but did not recommend the 101605 project for funding. City Council of the City of Baldwin Park along with elected representatives from other cities garnered support from the CTC Commissioner Esteban Torres, , Congresswoman Hilda Solis, Assemblymember Ed. Hernandez, Senator Gloria Romero, MTA Chair Gloria Molina and MTA Board Member John Fasana. 10 -605 Project Update March 8, 2007 Page 2 Dr. Hernandez mobilized a San Gabriel Valley Caucus that included Assemblymembers and Senators from surrounding districts. Council Members and staff from City of Baldwin Park and surrounding cities met with legislators including Assembly and Senate Transportation Committee Chairs, met with MTA and Caltrans staff and attended CTC hearings in Sacramento and Irvine. Additionally the coalition also held a Transportation Summit and a Press Conference at the Athol Bridge in Baldwin Park. Many San Gabriel Valley cities also passed resolutions supporting the project. As a result of these collective efforts, CTC directed Caltrans at its meeting in Irvine on February 28, 2007 to fund the 101605 project from State Highway Operations and Protection Program (SHOPP) funds. CTC approved a resolution to this effect and Caltrans Director Will Kempton made a commitment at the CTC meeting to fund the project from SHOPP funds. Formal approval of funding would happen at a subsequent CTC meeting. At the same meeting it was also discussed that MTA will advance moneys to get the project started and get reimbursement from Caltrans when the project is formally approved by CTC (sometime in May -June 2007). A copy of CTC resolution is not yet available. It is expected to be released after the next CTC meeting. While we have a commitment from CTC and Caltrans, we need to ensure that this commitment transform into a formal approval and funding. It will be several years before the construction on the project would start even if the funding becomes available right away. The traffic situation is getting worse every day and therefore it is necessary to ensure that the project receives formal funding approval and the work on this project starts ASAP. 10 -HOV Lane pLoject Additionally while the LA County received its fair share due to help from San Gabriel Valley coalition, San Gabriel Valley did not receive funding at all from the bonds even though the San Gabriel Valley recorded one of the highest support for the bonds (even higher than the LA County). The 10 HOV lane expansions was allocated $97 million in the first round of CTC recommendations but was deleted in the second and final round. San Gabriel Valley needs to lobby MTA to fund the 10 -HOV lane. Next Steps At this time we only have a commitment. While we have no reason to believe that CTC or Caltrans would not follow up on their commitment, however, given State's past experience of shifting funding and priorities, it is only prudent to make sure that the funding is formally approved ASAP. As stated earlier at the CTC meeting in Irvine the issue of advance funding of the 101605 project was raised by Caltrans Director. We have now heard that Caltrans may not need MTA to advance fund the project. We have also heard that Caltrans may initiate the environmental work in the next budget year (after July 2007). Since this is one of the many projects that Caltrans and MTA are working on and since there are several agencies (CTC, Caltrans Sacramento and Local, MTA), involved in this process it is important to identify and coordinate future steps 10 -605 Project Update March 8, 2007 Page 3 necessary to expedite the process of securing funding for the 10/605 and 10 -HOV projects and to make sure that every one is on the same page. It is expected that MTA staff will make a recommendation to the MTA Board for funding of the 10 -HOV lanes at the March 22, 2007 Board meeting. RECOMMENDATION It is recommended that the City Council provide direction to staff on the following proposed action items and request the other cities and legislators to continue to lobby MTA, Caltrans and CTC until the San Gabriel receives funding for 101605 and 10 -HOV lane projects. ® Meet with Caltrans to discuss their plan for funding of the project including project timeline Meet with MTA to seek MTA Board approval for advance funding of the project as discussed at the CTC meeting in Irvine and to seek MTA approval for the 1 O -HOV lanes Direct staff to work with Caltrans local office to assist with the environmental process ■ Direct staff to continue to coordinate with other cities to continue and maintain our collaborative efforts Thank the elected representatives from other cities and legislators for their support and participation and request them to continue to be part of this coalition and support the efforts to get San Gabriel Valley its fair share Any additional directions deemed necessary based on discussions at the meeting
