At its meeting of January 5, 2005, the City Council agreed to meet to develop a mission statement for the City of Baldwin Park. While some departments have developed mission statements over the years, staff has been unable to identify a City mission statement. fflkm!k� Mission Statements are developed and used by organizations to define the purpose and direction of that organization. A mission statement should provide direction for future organizational development and provide a foundation for overall decision- making. The mission should state: 1) Who the organization is; 2) What the organization does; 3) What the organization stands for; and 4) Why the organizations does it. Often, a vision statement accompanies a mission statement. A vision statement expresses where the organization would like to be in the future. It is an ideal description of an organization at some future point in time. Based on these criteria, the Executive Team met on February 24, 2005 to develop a draft Mission and Vision Statement to assist the City Council in finalizing statements for the City. The Vision and Mission Statements developed by the Executive Team are as follows: VISION "The vision of Baldwin Park is to build a community recognized for its innovative techniques that promote quality businesses and vibrant neighborhoods." MISSION "The City of Baldwin Park is dedicated to providing superior municipal services enhancing the quality of life and promoting commerce for our community." In addition, examples of other city mission and vision statements are attached for the City Council's review. It is recommended that the City Council consider the mission statement developed by the Executive Team and review other neighboring cities' statements to develop a mission statement for the City of Baldwin Park. Improve Access To Recreation Programs and Facilities for the Community A. Complete Barnes Park Improvements. B. Complete Cultural Arts & Recreation Center Renovation and the attached passive green space. C. Complete Family Service Center Improvements. D. Complete Senior Center Expansion & Improvements. E. Begin Comprehensive Park Master Plan to identify opportunities to increase green space. F. Advocate, identify and pursue grants to fund further city-wide recreational passive and active improvements. For example: Barnes Park Gymnasium, pocket parks and replace all city-wide outdated playground equipment. G. Implement recommendations based on the findings of the Comprehensive Park Master Plan. 2. Integrate Cultural Awareness and Health Education Programs into Community Events & Publications A. Identify and implement new activities for city-wide events that introduce residents to culture, art and diversity. B. Identify, implement and encourage new healthy activities in daily park activities and programs. C. Continue to educate the community on health issues. D. Continue to leverage our resources with non-profits and any other agencies dedicated to improving the quality of life. 3. Strengthen Intergovernmental Relationships to provide a greater benefit to residents A. Facilitate contacts with social service agencies through BRIDGE program. B. Increase the programs provided by the School District to accommodate demand. C. Update the Baldwin Park Community Center Corporation to encourage further community participation and enhance fundraising opportunities. D. Increase relationships with non-profits agencies to increase programs provided at the Family Service Center. 4. Create Efficiencies in Operations A. Identify cost savings to reduce budget by 3%. B. Monitor fees to ensure new projected revenues are being realized. C. Create an intern program to provide specialized skilled administrative support. A few of these goals were previously discussed with the City Council at a meeting on February 11, 2004. EUMLE= • Once staff receives council direction, programs and procedures are implemented to comply with instructions in a timely manner Employees Understand Concepts of Goals and Objectives • Staff has meet several times throughout the year with department supervisors and police employees to discuss the city's goals and objectives Citywide training on Policies/Procedures — Accountability • Staff recently completed a department-wide training meeting to increase accountability standards. The Los Angeles County District Attorney's Office attended the training to offer guidelines to increase reporting standards. In addition, staff is currently processing an updated policy manual and review of city rules and regulations • The department had previously established a mission statement, however, staff is currently assessing its effectiveness Greater Participation in Multiple Areas • Staff has begun formalizing community efforts in an attempt to gain the community's trust and. participation. An example of this goal is the recently reorganization of the department's chaplain program A TF11-011-GUA-CO- Page 2 Police Department Staff Should Strive to Take Care of Small Things, Not Necessarily High Profile Community Issues. Example: Vendors, Cars Parked on Lawns • Staff has developed its abilities to improve service levels in this area. After hearing about a complaint, staff utilizes various sources to address the issues Semi's (Trucks) Off Street • Once staff receives a complaint about truck parking, citations are being completed to address the problem • Patrol and Parking Officers are empowered to enforce parking laws on this issue Continued Pursuit of Grant Funding Opportunities • Staff is currently exploring a variety of grant funding sources for opportunities • Examples include Office of Traffic Safety, Federal Homeland Security Grants, ect.
