NOTICE IS HEREBY GIVEN that a Special Meeting of the City Council, Community
Redevelopment Agency and Housing and Financing Authority is hereby called to be held on
WEDNESDAY, JANUARY 7, 2004, at 6:00 P.M. at Teen Center, 15010 Badillo Street, Meeting
Room A, B, and C, Baldwin Park, CA 91706.
Said Special Meeting shall be for the purpose of conducting business in accordance with the
attached agenda.

SUBJECT: ADOPTION OF RESOLUTION NO. 2004 -002 IN
SUPPORT OF OFFICE OF TRAFFIC SAFETY
(OTS) GRANT APPLICATION
Purpose
Staff requests that the City Council approve Resolution No. 2004 -002 in support of the
police department applying for a California Office of Traffic Safety (OTS) grant. The
grant is for funding in the amount of approximately $400,831. This grant is pursuant to
California Vehicle Code §§ 2908 and 2909, which provides for the apportionment of
federal highway safety funds through OTS to state and local government agencies.
Background
On October 24, 2003, OTS announced the agency would be distributing federal funding
apportioned to California under the National Highway Safety Act and the Transportation
Equity Act for the 21St Century (TEA -21), by way of a competitive grant process. If the
department is successful with their grant application the funds will be used to mitigate
traffic safety program deficiencies, expand ongoing traffic enforcement activity, and /or
develop new safety programs. Grant funding cannot replace existing program
expenditures, nor can traffic safety funds be used for program maintenance, research,
rehabilitation, or construction.
Discussion
Currently the police department's Traffic Bureau has one supervisor and four officers
allocated to carry out the majority of all traffic related duties. As part of the Council's
direction, the police department continuously strives to provide protection and increase
the safety of motorists and pedestrians. Unfortunately, the department is unable to
expand its traffic safety management program without assistance from the Federal
government. Therefore, this grant seeks to help fund identified traffic safety related
problems.
This OTS grant will address traffic safety priority areas such as alcohol /drugs, police
traffic services, technology, occupant protection (seatbelt / child restraint), and
pedestrian and bicycle safety. Traffic related data from this current calendar year
(2003) reveals increases in fatal traffic collisions, speed .related accidents, and
pedestrian involved collisions, compared to calendar year 2001. However, on a positive

age of 15), and bicycle involved collisions have all been reduced. The reduction in
these potential injury accidents has occurred since the recent reorganization of the
traffic bureau, newly implemented traffic safety educational programs, and special
enforcement actions. These organizational changes occurred with a prior grant from
OTS and support from the Baldwin Park City Council. With the assistance of another
OTS grant the police department expects to further reduce these areas as well as
improve in the area of fatal traffic collisions, speed related accidents, and pedestrian
involved collisions.
In the event the police department is successful with its OTS grant proposal a multi-
disciplinary approach to address traffic safety problems will commence. The
department will develop a comprehensive traffic safety program that incorporates
impaired driving countermeasures, bicycle and pedestrian safety, occupant protection,
statistical data tracking and analysis, and police traffic services and roadway safety.
The police department is currently working with OTS to develop a proposed budget,
which includes equipment (motorcycle [to include maintenance], DUI checkpoint trailer,
radar /display message trailer, bicycle safety city, radars, Preliminary Alcohol Screening
(PAS) devices, hand held ticking writing computers, and other electronic devices.). The
grant will also include OTS sponsored training and travel expenses. In addition the
grant will provide the department with an additional motor officer. The grant will provide
salary and benefit costs for a period of one and a half years, including overtime for
sworn and non -sworn personnel related costs. At the end of the grant period the city
will absorb the personnel costs, much like it has with the current OTS grant position.
Fiscal Impact
In the event the police department is successful, there will be no impact to the general
fund until fiscal year 2006 -2007. At that time the fiscal impact will be one -half of one
police officer salary and benefit costs, which are presently $47,988.
Once OTS has determined the police department has been successful, police
administrative staff will present a detailed budget report for City Council review
indicating how the general fund will be affected. At that time police staff will work with
the finance director and CEO to determine how to best fund the added personnel costs
associated with this grant.
Recommendation
Staff recommends that the City council waive further reading, read by title only and

RESOLUTION OF THE CITY OF BALDWIN PARK CITY
COUNCIL EXPRESSING SUPPORT AND APPROVING
THE APPLICATION FOR GRANT FUNDS FOR A
CALIFORNIA OFFICE OF TRAFFIC (OTS) SAFETY
GRANT FOR FEDERAL FISCAL YEAR 2005.
THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES RESOLVE AS
FOLLOWS:
WHEREAS, the National Highway Safety Act and the Transportation Equity Act
for the 215# Century will provide funds to the State of California for grants to eligible
applicants; and
WHEREAS, the California Office of Traffic Safety is delegated the responsibility
to set up procedures to distribute federal funding apportioned to California for the
National Highway Safety Act and the Transportation Equity Act for the 21 st Century; and
WHEREAS, said procedures established by the California Office of Traffic Safety
requires a resolution from the City Council of the applicant expressing support for the
project with submission of said application to the California Office of Traffic Safety, and
WHEREAS, the applicant, if successful, will enter into a contract with the State of
California Office of Traffic Safety for the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Baldwin Park hereby:
1. Expresses support for the project; and
2. Consents to the project and accepts the work, goods, or services provided through
the project, and
3. Approves the filing of an application for the California Office of Traffic Safety Grant
for Federal Fiscal Year 2005, and
PASSED AND APPROVED this 7th day of January, 2004.

SUBJECT: City Council Goal Setting
The City Council has requested a Goal Setting Session on Wednesday, January 7,
2004, in lieu of the regularly scheduled Council meeting for that date.
The E -Team is excited and ready to meet with the City Council to hear your vision and
direction for 2004. To facilitate the process, I am attaching a document entitled "Top
Three Exercise." We have listed a number of categories with space for you to list the
top three goals or areas of focus you would like to see addressed during the next nine
to twelve months. The three items need not be in any order and you may list more than
three if you would life. Please bring these forms with you to the Goal Setting Session,
and as we move through each of the categories, I will ask you to give me your priorities
to be listed on a flip chart. In addition to the listing process, we are hopeful that each
Councilmember will make his/her personal vision for the city known to us through your
comments and expressions.
Following the Goal Setting Session, the E -team plans to work together to formulate
action plans to carry out your vision and achieve your goals. I may also recommend a
follow -up session with the Council to do some priority setting, depending on the amount
of input we get on January 7.
Please don't hesitate to let me know if you have additional ideas for the Goal Setting
process, or would like to have additional information before January 7.
