1. CONSENT CALENDAR
All items listed are considered to be routine business by the City Council and will be approved with one
motion. There will be no separate discussion of these items unless a Councilmember so requests, in
which case, the item will be removed from the general order of business and considered in its normal
sequence on the agenda.

Approve minutes of May 1, 2002 (Study and Regular)
B. WARRANTS AND DEMANDS (300 -30)
Recommendation: Waive further reading, read by title only and adopt
Resolution No. 2002 -049 entitled, "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK ALLOWING CLAIMS AND DEMANDS
AGAINST THE CITY OF BALDWIN PARK ". Councilman Bill Van Cleave
abstains on all warrants to Mr. Bill's Hardware (financial conflict of interest).
C. TREASURER'S REPORT FOR THE MONTH OF APRIL 2002 (320 -20)
Recommendation: Receive and file.
D. APPROVAL OF RENEWAL AGREEMENT WITH LOS ANGELES COUNTY
REGARDING ANIMAL CONTROL SERVICES (600 -60)
Recommendation: Approve renewal Agreement with Los Angeles County in
an amount not to exceed $110,875.74 for Animal Control Services and
authorize Mayor to execute the Agreement.
E. RESOLUTION APPROVING THE ENGINEER'S REPORT FOR CITYWIDE
LANDSCAPING AND LIGHTING MAINTENANCE ASSESSMENT DISTRICT
FOR FY 2002 -03 AND SET A TIME AND DATE FOR A PUBLIC HEARING
(360 -30)
Recommendation: 1) Waive further reading read by title only and adopt
Resolution No. 2002 -047 entitled, "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK, CALIFORNIA, APPROVING THE
ENGINEER'S REPORT FOR STREET LANDSCAPING AND LIGHTING
MAINTENANCE IN A LANDSCAPING AND LIGHTING MAINTENANCE
ASSESSMENT DISTRICT IN THE CITY OF BALDWIN PARK;" and 2) Waive
further reading read by title only and adopt Resolution No. 2002 -048 entitled,
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN
PARK, CALIFORNIA, DECLARING ITS INTENTION TO ORDER THE
ANNUAL ASSESSMENT LEVY AND COLLECT ASSESSMENTS FOR
CERTAIN IMPROVEMENTS AND MAINTENANCE PURSUANT TO THE
PROVISIONS OF DIVISION 15, PART 2 OF THE STREETS AND
HIGHWAYS CODE OF THE STATE OF CALIFORNIA AND SETTING A TIME
AND PLACE FOR A PUBLIC HEARING."

F. APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE AND SOLICIT BIDS FOR THE CONSTRUCTION OF THE
BALDWIN PARK BOULEVARD STORM DRAIN, CIP 818 (600 -40)
Recommendation: Approve the plans and specifications and authorize staff to
solicit bids for the construction phase of the Baldwin Park Blvd. Storm Drain,
CIP 818.
G. ALLOCATION OF FY 2000 -01 AND 2001 -02 HOME ADMINISTRATIVE
FUNDS (460 -10)
Recommendation: Approve the line item allocation within the City budget of
$39,800 in FY 2000 -01 funds and $47,500 in FY 2001 -02 HOME
administrative funds.
H. CLAIM REJECTION — MICHAEL W. JIMENEZ (01 014A) (170 -70)
Recommendation: Reject the claim of Michael W. Jimenez (01 014A) and
direct staff to send the appropriate notice of rejection to claimant.
APPROVAL OF AN ADMINISTRATIVE CLERK/RECEPTIONIST POSITION
FOR THE PERSONNEL DIVISION (700 -20)
Recommendation: 1) Approve the addition of an Administration Clerk in the
Personnel Division to perform routine clerical duties and serve as the
receptionist for the third floor and City Hall telephone operator.
2. PUBLIC HEARINGS (7:00 P.M. or as soon thereafter as the matter can be heard).

A. PUBLIC HEARING TO CONSIDER ADOPTING THE CITY'S CDBG AND
HOME ANNUAL FUNDING PLAN FOR FY 2002 -03 (480 -20)
Recommendation: Following the public hearing, adopt the Annual Funding
Plan and authorize the Chief Executive Officer to execute the required
certifications and submit the Plan to the U.S. Department of Housing and
Urban Development.
B. PUBLIC HEARING TO CONSIDER ADOPTING A RESOLUTION
APPROVING THE NEGATIVE DECLARATION OF ENVIRONMENTAL
IMPACT FOR THE PROPOSED TEEN CENTER (480 -20)
Recommendation: Following the public hearing, waive further reading, read by
title only and adopt Resolution No. 2002 -040 entitled, "A RESOLUTION OF
THE CITY OF BALDWIN PARK APPROVING AND ADOPTING THE
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR THE
PROPOSED TEEN CENTER AND SKATE PARK (APPLICANT: CITY OF
BALDWIN PARK; LOCATION: CENTRAL PARK WEST, 15010 BADILLO
STREET)."

C. CONCEPTUAL APPROVAL FOR THE INSTALLATION OF SIX (6)
ANTENNAS ON AN EXISTING MONOPOLE WITHIN THE INDUSTRIAL
COMMERCIAL ZONE (DELTA REDEVELOPMENT PROJECT AREA);
LOCATION: 400 -490 COVERLEAF DRIVE; APPLICANT: ERIC M. MEURS
REPRESENTING SPECTRA SITE COMMUNICATIONS (600 -50)
Recommendation: Conceptually approve the installation of six (6) antennas on
an existing monopole at 400 -490 Coverleaf Drive located within the Delta
Redevelopment District.

D. AWARD OF CONTRACT TO PROVIDE ENGINEERING SERVICES FOR
ASBESTOS AND LEAD PAINT TEST ASSESSMENT (600 -50)
Recommendation: 1) Award the contract to H2 Environmental Consulting
Services, Inc. in the amount of $9,972.85 for the Asbestos and Lead Paint
Test Assessment along Merced Avenue and Big Dalton Avenue (24 -acre site);
2) Authorize the Mayor to execute the Agreement; and 3) Authorize the
Director of Public Works to execute any necessary change orders in an
amount not to exceed ten percent (10 %) of the original contract amount.
