NOTICE IS HEREBY GIVEN that a Special Meeting of the City Council is hereby called
to be held on TUESDAY, MARCH 20, 2001 at 7:00 p.m., at the Council Chamber, 14403 E.
Pacific Avenue, Baldwin Park, California.
The Special Meeting shall be for the purpose of declaring the results of the General
Municipal Election held March 6, 2001 and other matters relating thereto.

SUBJECT: Resolution No. 2001 -033 Declaring the Results of the General
Municipal /Consolidated Election of March 6, 2001.

This report requests City Council approval of a resolution reciting the fact of the General
Municipal Election held Tuesday, March 6, 2001.
BACKGROUND /DISCUSSION
On March 6, 2001, a General Municipal Election was held for the election of officers in the
City of Baldwin Park. The officers voted upon were for the office of Mayor, two Members of
the City Council, the City Clerk, and the City Treasurer. On November 15, 2000 the City
Council adopted Resolution No. 2000 -109 approving the consolidation of the Baldwin Park
Unified School District's Special election with the City's.General Municipal Election to be
held on March 6, 2001. The officers voted upon were for the office of two Governing Board
Members of the Baldwin Park Unified School District.
A computer count of the ballots cast at seventeen consolidated precincts, two declared vote
by mail precincts and Absentee ballots was made a t a Central Counting Center on March
6, 2001. A public count of the provisional ballots and absentee ballots (run 2) was made on
March 13, 2001, and the required hand count of 1 % of the precincts has been completed.
A canvass of the ballots has been made by the Deputy City Clerk and that the ballots have
been correctly counted and accounted for the election. It is required that the City Council
approve a resolution reciting the fact and declaring the results of that election as contained
in the Statement of Election Results, Exhibit A, attached.
The canvass of the election verifies that a majority of the voters voting did vote for Manuel
Lozano for Mayor; and for Marlen Garcia and Bill "Mr. Bill" Van Cleave for Members of the
City Council; and for Kathryn V. Tizcareno for City Clerk; and for Maria "Marie" Antonieta
Contreras for City Treasurer; Jack B. White and Frank Rivas for Governing School Board
Members of the Baldwin Park Unified School District.

It is recommended that the City Council waive further reading, read by title only and adopt
Resolution No. 2001 -033 entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BALDWIN PARK, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION
HELD ON MARCH 6, 2001, DECLARING THE RESULT AND SUCH OTHER MATTERS
AS PROVIDED BY LAW'.

RESOLUTION NO. 2001 -033
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK, RECITING THE FACT
OF THE GENERAL MUNICIPALELECTION HELD
ON MARCH 6, 2001, DECLARING THE RESULT
AND SUCH OTHER MATTERS AS PROVIDED BY
LAW.
WHEREAS, a General Municipal Election was held and conducted in the
City of Baldwin Park, California, on Tuesday, March 6, 2001, as required by law;
and
WHEREAS, notice of the election was given in time, form and manner as
provided by law; that voting precincts were properly established; that election
officers were appointed and that in all respects the election was held and
conducted and the votes were cast, received and canvassed and the returns
made and declared in time, form and manner as required by the provisions of the
Elections Code of the State of California for the holding of elections in general
law cities; and
WHEREAS, on November 19, 2000, Resolution No. 2000 -109 was
adopted by the City Council approving the consolidation of the Baldwin Park
Unified School District's Special election with the City's General Municipal
Election to be held on March 6, 2001.
WHEREAS, pursuant to Resolution No. 2000 -104 adopted October 18,
2000, the City Clerk canvassed the returns of the election and has certified the
results to this City Council, the results are received, attached and made a part
hereof as "Exhibit A."
NOW, THEREFORE, THE CITY COUNCIL OF BALDWIN PARK,
CALIFORNIA, DOES RESOLVE, DELCARE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. That the whole number of ballots cast in the precincts except
absent voter ballots and provisional ballots was 4523.
That the whole number of absent voter ballots cast in the City was 1041,
the whole number of provisional ballots cast in the City was 109, making a total
of 5673 ballots cast in the City.
SECTION 2. That the names of the persons voted for at the election for
Mayor are as follows:

SECTION 3. That the number of votes given at each precinct and the
number of votes given in the City to each of the persons above named for the
respective offices for which the persons were candidates as were listed in Exhibit
"A" attached.
SECTION 4. That the City Council does declare and determine that
MANUEL LOZANO was elected as Mayor for the full term of two years;
MARLEN GARCIA was elected as Member of the City Council for the full term of
four years; WILLIAM "BILL" VAN CLEAVE was elected as Member of the City
Council for the full term of four years; KATHRYN V. TIZCARENO was elected as
City Clerk for the full term of four years and MARIA ANTONIETTA CONTRERAS
was elected as City Treasurer for the full term of four years.
SECTION 5. That the City Clerk shall enter on the records of the City
Council of the City, a statement of the result of the election showing: (1) The
whole number of ballots cast in the City; (2) The names of the persons voted for;
(3) For what office each person was voted for (4) The number of votes given at
each precinct to each person, (5) the total number of votes given to each person.
SECTION 6. That the City Clerk shall immediately make and deliver to
each of the persons so elected a Certificate of Election signed by the City Clerk
and authenticated; that each person elected shall have administered to him /her,

an Oath of Office prescribed in the Constitution of the State of California and
shall have them subscribe to it and file it in the office of the City Clerk. Each and
all of the persons so elected shall then be inducted into the respective office to
which they have been elected.
SECTION 7. That the City Clerk shall immediately without delay submit a
certification of the Baldwin Park Unified School District Governing Board Member
results to the Los Angeles County Board of Education, the Los Angeles County
Registrar of Voters /County Clerk and to the Baldwin Park Unified School District
Superintendent.
SECTION 8. That the City clerk shall certify to the passage and adoption
of this resolution and enter it into the book of original resolutions.
PASSED, APPROVED, AND ADOPTED this 20TH day of March, 2001.
