NOTICE IS HEREBY GIVEN that a Special Meeting of the above agency is hereby
called to be held on WEDNESDAY, AUGUST 29, 2001, at 6:45 P.M., at the Esther Snyder
Community Center, 4401 E. Baldwin Park Blvd., Baldwin Park, California.
The SPECIAL MEETING of the HOUSING AUTHORITY shall be for the purpose of
considering adopting resolutions certifying to the Section 8 Management Assessment
Program (SEMAP) and to the Public Housing Assessment System (PHAS).

1. CONSENT CALENDAR
All items listed are considered to be routine business by the Authorities and will be approved with one motion. There
will be no separate discussion of these items unless a Member so requests, in which case, the item will be removed
from the general order of business and considered in its normal sequence on the agenda.

SUBJECT: Adoption of Resolution HA 2001 -03, and SEMAP Certification

To review and adopt Resolution Resolution HA 2001 -03, SEMAP Certification.
This item is a follow up to the August 15, 2001 Housing Board approval for the
SEMAP.
At its meeting of August 15, 2001, the Housing Board approved the SEMAP
certification. The Housing Authority is now ready to submit the SEMAP
Certification to HUD and is requesting approval HA Resolution 2001 -03 in order
to complete transmission to HUD. This resolution will accompany the submittal to
HUD. SEMAP is the Section 8 Management Assessment System, which is a
federal system for assessing performance in the Section 8 Voucher program..
Staff Recommends that the Housing Board waive further reading, read by title
only and adopt Resolution Number HA 2001 -03 entitled "A RESOLUTION OF
THE HOUSING AUTHORITY OF THE CITY OF BALDWIN PARK APPROVING
SUBMITTAL OF SECTION 8 MANAGEMENT ASSESSMENT SYSTEM

A RESOLUTION OF THE HOUSING AUTHORITY OF
THE CITY OF BALDWIN PARK APPROVING
UBMITTAL OF SECTION 8 MANAGEMENT
ASSESSMENT SYSTEM (SEMAP) CERTIFICATION
WHEREAS, the Housing Authority of the City of Baldwin Park ( "PHA ") manages
Section 8 (Eight) Vouchers, which are funded by the U.S. Department of Housing and
Urban Development ( "HUD "); and
WHEREAS, the Section 8 Management Assessment Program was established in
accordance with the Quality Housing and Work Responsibility Act of 1998 to provide
policies and procedures for use by the Department of Housing and Urban Development
in identifying public housing agency section 8 management capabilities and
deficiencies; and
WHEREAS, HUD regulations require that PHA's with Section 8 submit a SEMAP
Certification form;
NOW, THEREFORE, the Housing Authority of the City of Baldwin Park does
resolve as follows:
That the SEMAP Certification indicates no evidence of seriously deficient
performance that casts doubt on the FHA's capacity to preserve and protect its Section
8 program and operate it in accordance with Federal law and regulations.
That the Chairman and Secretary shall certify to the adoption of this resolution.

A RESOLUTION OF THE HOUSING AUTHORITY OF THE
CITY OF BALDWIN PARK APPROVING SUBMITTAL OF

CERTIFICATION
WHEREAS, the Housing Authority of the City of Baldwin Park ( "PHA ") owns and
manages a senior public housing development which was constructed with funds
provided by the U.S. Department of Housing and Urban Development ( "HUD "); and
WHEREAS, the Public Housing Assessment System (PHAS) was established in
accordance with Section 502 of the Cranston - Gonzalez National Affordable Housing
Act, (1990), to provide policies and procedures for use by the Department of Housing
and Urban Development in identifying public housing agency management capabilities
and deficiencies; and
WHEREAS, HUD regulations require that PHA's with public housing submit a
PHAS Certification form.
NOW, THEREFORE, the Housing Authority of the City of Baldwin Park does
resolve as follows:
Section 1. That the PHAS Certification indicates no evidence of seriously
deficient performance that casts doubt on the PHA's capacity to preserve and protect its
public housing development and operate it in accordance with Federal law and
regulations.
Section 2. That the Chairman and Secretary shall certify to the adoption of this
resolution.
